A. 
Creation Of Office. The office of City Administrator is hereby created.
B. 
Appointment. The City Administrator shall be appointed by the Mayor, with the approval of the Board of Alderpersons, and appointed for an indefinite term of office. The City Administrator shall have sufficient educational and practical experience in the municipal, business, or financial management fields to perform the duties of the office.
C. 
Compensation. The City Administrator shall receive such compensation as may be determined by the Mayor and Board of Alderpersons by ordinance.

The Mayor of the City of Crystal Lake Park is hereby authorized to carry out, or to designate another City employee to carry out, all of the various duties, responsibilities and obligations of the City Administrator when the position of City Administrator is vacant or when the City Administrator is absent from the City or unable to perform the duties of the office.

The City Administrator, before entering upon the duties of the office, shall file with the City a bond, conditioned upon faithful and honest performance of said duties and the rendering of full and proper accounts to the City for funds and property which shall come into the Administrator's possession or control, in an amount of not less than ten thousand dollars ($10,000.00) or such other sum as may be approved by the Board of Alderpersons. The cost of said bond shall be paid by the City; however, should the City Administrator be covered by a blanket bond to the same extent, an individual bond shall not be required.

A. 
Administrative Officer and City Clerk. The City Administrator shall be the Chief Administrative Assistant to the Mayor and as such shall be the Administrative Officer of the City Government subject to the direction and supervision of the Mayor. Except as otherwise specified by ordinance or by the law of the State of Missouri, the City Administrator shall coordinate and generally supervise the operation of all departments of the City. The City Administrator shall perform all the functions and duties of the City Clerk.
B. 
Purchasing. The City Administrator shall be the Purchasing Agent for the City. All purchases amounting to less than one thousand dollars ($1,000.00) shall be made under the Administrator's direction and supervision, and all such purchases shall be made in accordance with purchasing rules and procedures approved by the Board of Alderpersons.
C. 
Budget. The City Administrator shall be responsible for assembling estimates of the financial needs and resources of the City for each ensuing year and shall ensure the preparation of a program of activities within the financial power of the City, embodying in it a budget document with proper supporting schedules and an analysis to be proposed to the Mayor and Board of Alderpersons for their final approval.
D. 
Reports. The City Administrator shall make monthly reports to the Mayor and the Board of Alderpersons and shall oversee the making of monthly reports by other City officials, relative to the financial condition of the City and all City departments and functions.
E. 
Policy Formulation. The City Administrator shall recommend to the Mayor and Board of Alderpersons adoption of such measures as the Administrator may deem necessary or expedient for the health, safety or welfare of the City or for the improvement of administrative services for the City.
F. 
Board Of Alderpersons Agenda. The City Administrator shall submit to the Mayor and Board of Alderpersons a proposed agenda for each Board of Alderpersons meeting at least forty-eight (48) hours before the time of the regular Board of Alderpersons meeting.
G. 
Boards And Committees. The City Administrator shall work with all City boards and committees as an ex officio member to help coordinate the work of each.
H. 
Attendance At Board Of Alderpersons Meetings. The City Administrator shall attend all meetings of the Board of Alderpersons.
I. 
Bid Specifications. The City Administrator shall supervise the preparation of all bid specifications for services and equipment and shall receive sealed bids for presentation to the Board of Alderpersons.
J. 
State And Federal Aid Programs. The City Administrator shall coordinate Federal and State programs which may have application to the City of Crystal Lake Park.
K. 
Conference Attendance. The City Administrator shall attend State and regional conferences and programs applicable to the office, and to the business of the City, whenever such attendance is directed and approved by the Board of Alderpersons and Mayor.
L. 
Press Releases. The City Administrator, upon the direction of the Mayor, shall be responsible for keeping the public informed of the purposes and methods of City Government through all available news media.
M. 
Recordkeeping. The City Administrator shall: (1) keep full and accurate records of all actions taken by the Administrator, (2) safely and properly keep all records and papers belonging to the City, (3) serve as the City's custodian of records for purposes of Missouri's Sunshine Law, which such records shall be and remain the property of the City of Crystal Lake Park and be open to the inspection by the Mayor and Board of Alderpersons at all times.
N. 
City Property. The City Administrator shall have responsibility for all real and personal property of the City of Crystal Lake Park. The Administrator shall have responsibility for all inventories of such property and for the upkeep of all such property. Personal property may be sold by the City Administrator only with approval of the Board of Alderpersons. Real property may be sold only with approval of the Board of Alderpersons by resolution or ordinance.
O. 
Investigate And Report. The City Administrator shall have the power to investigate and to examine or inquire into the affairs or operation of any department of the City and shall report on any condition or fact concerning the City as requested by the Mayor or Board of Alderpersons.
P. 
Miscellaneous. In addition to the foregoing duties, the City Administrator shall perform any and all other duties or functions prescribed by the Mayor or Board of Alderpersons.
Q. 
Limit Upon Foregoing Duties And Powers. At no time shall the duties or power of the City Administrator supersede the action of the Mayor or the Board of Alderpersons.
R. 
Supervision By Mayor. The City Administrator at all times shall be accountable to the Mayor for actions taken, when requested to do so, and at all times is subject to the supervision, direction and control of the Mayor.

The City Administrator serves at the pleasure of the Mayor and Board of Alderpersons. The Mayor, with consent of a majority of all members of the Board of Alderpersons, may remove the City Administrator from office at will, and such City Administrator may also be removed by a two-thirds (2/3) vote of all members elected to the Board of Alderpersons independently of the Mayor's approval or recommendation.

No member of the Board of Alderpersons shall directly interfere with the conduct of any department or duties of employees subordinate to the City Administrator, except at the express direction of the Board of Alderpersons or with the approval of the City Administrator or the Mayor.
