Editor’s note–Certain provisions from the following ordinances were provided for by state law and were omitted from the 1983 Code of Ordinances: Ordinance 852, secs. 1, 6, adopted 2/16/1948 and Ordinance 1528, sec. 1, adopted 2/11/1954. Additionally, Ordinance 9320, sec. 1(1), adopted 12/14/1989, repealed sections 8-5 through 8-14 of the 1983 Code of Ordinances as being superseded by the Texas Election Code. Such sections pertained to the conduct of elections and derived from Ordinance 852, secs. 2–5, adopted 2/16/1948; Ordinance 1528, sec. 1, adopted 2/11/1954; and the 1959 Code, secs. 10-2 through 10-5 and 10-7 through 10-17.
The regular municipal election for the election of municipal officers of the City of Lubbock shall be held on the first Saturday of May of every even-numbered year in accordance with the applicable provisions of the Texas Election Code.

Where in any regular municipal election no candidate receives a majority of all of the votes cast for such office at such election, the city council shall, immediately upon declaring the official results of such election, call a runoff election for every office to which no one was elected. Such runoff election shall be held on the last Saturday of May, unless another day is stated in the order calling the runoff election, and in such runoff election the two (2) candidates who received in the preceding election the highest number of votes for each office to which no one was elected shall be voted on again and the candidate who receives the majority of the votes cast for such office in the runoff election shall be declared elected to such office.

All elections shall be conducted and the results canvassed and announced by city authorities as prescribed by the election laws of the State of Texas.

(a) 
All general and special elections of the city shall be held at voting places that will be designated by election order, which shall be the voting places for the voting precincts. Voting precincts shall be established by ordinance and may be altered from time to time in like manner..
(b) 
The voting precincts shall be divided into six (6) city council voting districts, with each district to contain the following named voting precincts:
Voting District No. 1: Precinct Nos. 1, 2, 3, 4, 5, 8, 10, 17, 19, 24, 63, and 114.
Voting District No. 2: Precinct Nos. 6, 11, 20, 25, 26, 29, a portion of 34, 40, a portion of 51, 67, 108, 118, 119, 122, and 153.
Voting District No. 3: Precinct Nos. 7, 13, 14, 15, 21, 22, 23, 27, 30, 49, 50, and 126.
Voting District No. 4: Precinct Nos. 12, 28, 32, a portion of 34, 37, 52, 54, 60, 66, 75, 109, 110, 123, 127, and 141.
Voting District No. 5: Precinct Nos. 62, 78, 104, 111, 112, 124, 125, 128, 129, 138, 139, 140, 154.
Voting District No. 6: Precinct Nos. 9, a portion of 31, 47, 53, 57, 58, 59, 72, 76, 92, 113, 135, and 152.
(c) 
The voting districts and voting precincts, as established by city council, shall be delineated on a map. A copy of the original of such map shall be kept in the office of the city secretary and shall be available for public inspection. At each special and general city election, a true copy of said map shall be furnished by the city secretary to each of the presiding judges of the voting precincts for such special or general city election.
