The provisions of this chapter shall be administered by the Bureau Chief of the Bureau of Code Enforcement or the Zoning Inspector, who shall act under the supervision of the Bureau Chief. The enforcement officer shall have the power to make inspections of buildings or premises necessary to carry out his duties. No certificate of zoning compliance required hereunder shall be issued by the enforcement officer, except in compliance with the provisions of this chapter or as directed by the Board of Appeals under the provisions of this chapter or as directed by the Board of Appeals under the provisions of Article IX. All references to the enforcement officer in this Article VIII of this chapter and Article IX of this chapter, entitled "Board of Appeals," shall be deemed to mean the "Bureau Chief" or the "Zoning Inspector," who shall act under the supervision of the Bureau Chief.
A. 
No building shall be erected, moved, structurally altered or enlarged and no excavation for any building shall be started unless and until a certificate of zoning compliance has been issued by the enforcement officer.
B. 
In addition, no building or structure or parcel of land shall have its use changed until said certificate of zoning compliance has been issued.
C. 
Applications for certificates shall be made on a form or forms provided by the enforcement officer. Said forms shall require such information as is deemed necessary to provide the enforcement officer with sufficient information to make a fair determination as to the proper compliance with this chapter.
D. 
A valid building permit issued by the Building Inspector, on which proper zoning is indicated, may be substituted for the certificate of zoning compliance. The preceding sentence applied only in those situations where a building permit is required by the City of Fulton Building Code.
E. 
The fee for a certificate of zoning compliance shall be as specified in Chapter A700.
Any person, association, partnership, firm or corporation violating any of the provisions of this chapter shall be deemed guilty of a misdemeanor and, upon conviction thereof, shall be fined in an amount not exceeding $100 or shall be imprisoned in the Oswego County Jail for a period not exceeding one day, or shall be both so fined and imprisoned, for each day the violation continues, up to a maximum fine of $1,000 and/or a maximum jail term of one year. Each day such violation is committed or permitted to continue shall constitute a separate offense and shall be punishable as a separate offense hereunder.
