The name of the organization shall be the "Harborcreek Township
Parks and Recreation Board."
The purpose of this organization is:
A. To promote and coordinate recreational opportunities in the municipality
in accordance with the laws and agreements governing public recreation
in the Commonwealth of Pennsylvania.
B. To recommend a public recreation program making use of the physical
properties in the Township of Harborcreek.
C. To provide an adequate and balanced recreational program to meet
the various needs and interests of every citizen.
D. To solicit the aid of existing organizations to accomplish this purpose.
The Parks Board shall consist of seven voting members, all of
who shall serve without pay, and shall be appointed by the Harborcreek
Board of Supervisors. Any resident of Harborcreek Township known to
be interested in public parks, public recreation and the proper use
of leisure time of the people of this community shall be eligible
for appointment to the Board. This amendment allowing for two additional
members who will serve four and five years, respectively, from the
first Monday of each year. Thereafter, the term of office shall be
five year or until their successors are appointed. Vacancies in such
Board occurring otherwise that by expiration of term shall be for
the unexpired term and shall be filled in the same manner as original
appointments.
The minutes shall record the presence or absence of each member
of the Board and the vote (including the abstention or other failure
to vote) of each member upon each question before the Board.
A. Order of business. The order of business at meetings of the Board
shall be as follows:
(5) Superintendent of Parks report.
B. Meeting agendas. Agenda for each meeting shall be prepared by the
Superintendent of Parks and Recreation in conjunction with the Chairperson
and delivered to the members of the Board in advance of each meeting
as to be fairly considered by the Board.
The funds appropriated by the Board of Supervisors and budgeted
for park expenditures shall be disbursed by the Secretary/Treasurer
of the Township and within budget appropriated.
If any actions, subsection, sentence, clause, phrase or portion
of its application to any person or circumstance if for any reason
held invalid or unconstitutional by any court, such holding shall
not be construed to affect the validity of any of the remaining provisions
or applications thereof of this chapter, for such portion shall be
deemed a separate, distinct and independent provision from the remaining
provisions.
All ordinances or parts of any ordinance inconsistent herewith
are hereby repealed.
