The name of the organization shall be the "Harborcreek Township Parks and Recreation Board."
The purpose of this organization is:
A. 
To promote and coordinate recreational opportunities in the municipality in accordance with the laws and agreements governing public recreation in the Commonwealth of Pennsylvania.
B. 
To recommend a public recreation program making use of the physical properties in the Township of Harborcreek.
C. 
To provide an adequate and balanced recreational program to meet the various needs and interests of every citizen.
D. 
To solicit the aid of existing organizations to accomplish this purpose.
The Parks Board shall consist of seven voting members, all of who shall serve without pay, and shall be appointed by the Harborcreek Board of Supervisors. Any resident of Harborcreek Township known to be interested in public parks, public recreation and the proper use of leisure time of the people of this community shall be eligible for appointment to the Board. This amendment allowing for two additional members who will serve four and five years, respectively, from the first Monday of each year. Thereafter, the term of office shall be five year or until their successors are appointed. Vacancies in such Board occurring otherwise that by expiration of term shall be for the unexpired term and shall be filled in the same manner as original appointments.
A. 
The object of the Parks Board shall be to recommend policy to the Harborcreek Township Board of Supervisors on matters pertaining to acquisition, development, management, maintenance and use of parks and recreation facilities, with the goal being to enhance the quality of life for the residents of Harborcreek Township.
B. 
The Harborcreek Township Board of Supervisors shall appoint a Superintendent of Parks who shall supervise the daily operations of the park system and shall act as liaison to the Parks Board for the Harborcreek Township Board of Supervisors. The Superintendent of Parks is empowered to form any advisory committee, which will aid in the administration of the business and affairs of the Board.
A. 
Hereinafter the following parcels of land are hereby designated and set apart for public parks and recreation areas:
(1) 
All that certain piece or parcel of land situated in the Township of Harborcreek, Erie County, Pennsylvania, being known as Whitford Park, Rolling Ridge Park, Slade Road Field, Shades Beach, Community Park, Shorewood Park, Six Mile Park and Roadside Park.

B. 
The Board of Supervisors may, from time to time as they deem appropriate by resolution, designate additional parcels of land to be set aside for public parks and recreation areas, which parcels shall then be governed by this chapter and its amendments thereto.
A. 
The members of the Parks Board shall meet in the main meeting room of the Harborcreek Municipal Building on the third Monday of each month at 7:00 p.m., general parliamentary rules, as given in Robert's Rules of Order, shall be observed in conducting meetings of the Board. Election of officers to take place at the January meeting by electing a Chairperson, Vice Chairperson and Secretary for a period of one year. Thereafter it is recommended that officers be elected on a rotational basis with each member agreeing to serve in officer positions throughout their term, allowing each member the opportunity to represent the Parks Board and make their individual contribution to the Board. The Chairperson, or Vice Chairperson in the Chair's absence, shall serve to preside at meetings of the Board and to represent the Board at ceremonial functions. For all other actions, the Chairperson must have the approval of the Board to act. The Recreation Board shall have no authority to enter into any contract or incur any obligation binding upon the Township, other than current obligations or contracts to be fully executed within the then current fiscal year and all within the budget appropriations made by the governing body of the Township.
B. 
Members of the Parks Board understand that attendance is important for the proper functioning of the Parks Board. Accordingly, the Parks Board shall make a recommendation to the Board of Supervisors that any member who misses three consecutive meetings shall be removed and replaced. The Board of Supervisors shall exercise appropriate discretion when deciding to remove a member of the Parks Board.
The minutes shall record the presence or absence of each member of the Board and the vote (including the abstention or other failure to vote) of each member upon each question before the Board.

Superintendent of Parks report.

(9) 
Courtesy of the floor.
(10)

B. 
Meeting agendas. Agenda for each meeting shall be prepared by the Superintendent of Parks and Recreation in conjunction with the Chairperson and delivered to the members of the Board in advance of each meeting as to be fairly considered by the Board.
The funds appropriated by the Board of Supervisors and budgeted for park expenditures shall be disbursed by the Secretary/Treasurer of the Township and within budget appropriated.
If any actions, subsection, sentence, clause, phrase or portion of its application to any person or circumstance if for any reason held invalid or unconstitutional by any court, such holding shall not be construed to affect the validity of any of the remaining provisions or applications thereof of this chapter, for such portion shall be deemed a separate, distinct and independent provision from the remaining provisions.
All ordinances or parts of any ordinance inconsistent herewith are hereby repealed.
