The purpose of this article is the creation of a Newfield Community Events Committee to foster and promote a friendly, welcoming, hospitable, and caring community within the Borough through the celebration of Newfield Day, parades, and other social events.
Pursuant to the authority vested in the Borough of Newfield Mayor and Council by N.J.S.A. 40:81-13 et seq., an advisory committee known as the Newfield Community Events Committee is hereby created.
A. 
The Community Events Committee shall consist of at least seven members, but no more than nine members, one of whom shall be a Borough Council member appointed by the Mayor, who shall be the liaison ("Council Liaison") between the Committee and Mayor and Council.
B. 
The remaining six to eight Committee members shall be appointed by the Mayor.
C. 
Committee members shall reside within the Borough of Newfield.
D. 
The Chairperson and Presiding Officer of the Community Events Committee shall be appointed by majority vote of Committee members.
E. 
Committee members may be removed for inefficiency, neglect of duty or malfeasance in office.
F. 
Any member who is absent from four consecutive meetings without being excused from attendance by the Committee Chairperson and/or Council Liaison shall be removed from membership by Borough Council.
G. 
A majority of the appointed members shall constitute a quorum of the Committee.
The term of office for members shall be for one calendar year or until the appointment and qualification of their successor.
The members of the Committee shall receive no compensation for their services.
A. 
Continuing certain traditional Borough events, such as Newfield Day and parades, and identifying other potential celebrations to recommend to Mayor and Council.
B. 
Planning and organizing events referenced in § 7-11A.
C. 
Members of the Committee shall meet at least on a quarterly basis.
D. 
The Committee Chairperson may adopt rules and procedures governing the conduct of its meetings and activities as necessary and designate membership the responsibility of particular tasks.
E. 
The Council Liaison shall report to the Mayor and Council the status of events and recommend any improvements.
F. 
Committee members shall receive assistance from Borough personnel and access to Borough records necessary for the performance of the Committee duties set forth in this article.
The Community Events Committee shall expend no Borough funds but may promote fundraising and donations on behalf of the Borough to finance events.
