The provisions of this Title prohibiting the standing or parking of a vehicle shall apply at all times or at those times herein specified or as indicated on official signs except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a Police Officer or official traffic control device.
The provisions of this Title imposing a time limit on parking shall not relieve any person from the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles in specified places or at specified times.
When signs are erected giving notice thereof, no person shall park a vehicle at any time upon any of the streets described by ordinance.
When signs are erected in each block giving notice thereof, no person shall park a vehicle between the hours specified by ordinance on any day except Sundays and public holidays within the districts or upon any of the streets described by ordinance.
When signs are erected in each block giving notice thereof, no person shall stop, stand or park a vehicle between the hours specified by ordinance on any day except Sundays and public holidays within the district or upon any of the streets described by ordinance.
Whenever by this Title or any ordinance of the Village any parking time limit is imposed or parking is prohibited on designated streets, it shall be the duty of the Village Traffic Engineer to erect appropriate signs giving notice thereof and no such regulations shall be effective unless said signs are erected and in place at the time of any alleged offense.
In cases where an equally direct and convenient alternate route is provided, an ordinance may describe and signs may be erected giving notice thereof that no persons shall operate any commercial vehicle upon streets or parts of streets so described except those commercial vehicles making deliveries thereon.

A. 
Whenever there has been an accumulation of snow, ice or freezing rain, the parking of any vehicle on any part of any street located within the Village limits of the Village of Hanley Hills, Missouri, is prohibited whenever a "snow emergency" has been declared.
B. 
The Chairperson of the Board of Trustees, the Street Commissioner and/or the Maintenance Commissioner shall make the determination as to when there has been an accumulation of snow, ice or freezing rain, or the forecast of the same, which necessitates the declaring of a "snow emergency." His/her determination shall govern. Upon making such a determination by any such person, the terms and conditions of this Section shall be in full force and effect. Notice of a "snow emergency" shall be posted at the Village Hall and at such other convenient places as may be directed by the Chairperson of the Board of Trustees.
C. 
The Chairperson or Acting Chairperson of the Board of Trustees shall declare an end to a "snow emergency" when the snow, ice or freezing rain has been cleared to such an extent as to permit the safe movement on the street of emergency and other vehicles.
D. 
Any person found guilty of violating a provision of this Section shall be subject to a fine of not less than five dollars ($5.00) nor more than one hundred dollars ($100.00) in the Municipal Court of the Village of Hanley Hills. In addition, any Police Officer of the Village of Hanley Hills is hereby given the authority to have any vehicle, unlawfully parked on any street within the Village during any "snow emergency," towed to any authorized storage lot. In any such event, the owner of said vehicle said to be responsible for and pay for all towing, storage and other fees incurred as a result of the removal of said vehicle from any street in the Village.

A. 
Definitions. The following words and phrases, when used in this Section, shall have the meanings prescribed herein:
PARKING LOT
A parcel of land used in whole or in part for the storing or parking of more than five (5) motor vehicles and which is open to the general public. The term "parking lot" shall not include lots owned by a person and operated for the exclusive use of such person or his or her employees.
PRIVATE PARKING FACILITIES
Any street, roadway, parking facility, parking lot and public way or place upon which vehicular traffic by the public, regardless of its legal status as public or private and regardless of whether it has been legally established by ordinance as public thoroughfare, is used as a public street or highway.
B. 
Regulations.
1. 
All regulations to the Village Code applicable to motor vehicles on streets and highways with respect to signaling, lights, backing, turning, sounding of horns, parking, equipment and any other Code provision with respect to obeying traffic signs and any other Code provision applying to motor vehicles being operated on public streets is hereby adopted and set forth for the regulation of vehicular traffic in and upon private parking facilities.
2. 
A speed limit of fifteen (15) miles per hour, unless otherwise posted, is hereby set for driving of vehicles upon such private parking facilities.
3. 
Any person operating a motor vehicle departing from a private parking facility or parking lot shall bring the vehicle to a full and complete stop before entering any street, unless otherwise marked. Signs requiring vehicles to stop at such location may be erected in accordance with other provisions of the Hanley Hills Municipal Code.
4. 
The Village of Hanley Hills may further regulate the flow of traffic by indicating the direction to travel in lanes upon any parking lot or private parking facility, and all motorists are hereby directed to obey any signs or any such arrows or directional matters indicated on the actual road surface of said parking lot or private parking facility.
