Editor’s note–Printed herein is the charter of the Town of Highland Park, Texas, as revised in 2004. The charter was originally adopted on August 26, 1975. The revised charter was approved by the voters at an election held on May 15, 2004. The results of the election were canvassed by the governing body on May 24, 2004, and it is assumed the charter was adopted at that time. Apart from minor nonsubstantive changes in style and formatting, the charter is reproduced as adopted. Capitalization, punctuation and grammar have been retained. Obviously misspelled words have been corrected without notation. Material enclosed in brackets has been added for clarification. Amendments to the charter are indicated by a history note following the amended provision. The absence of a history note indicates the material is unchanged from the original charter.
PREAMBLE
We, the people of the Town of Highland Park, believing in modern government to meet modern needs while maintaining responsiveness to the desires of residents and of our community as a whole, do adopt this Charter as the basic foundation of our Town government.
We pledge ourselves to support our duly elected governing body in their administration both within and without the Town.
We charge them to preserve the freedoms and independence which have been enjoyed by our Town since its incorporation in 1913, undisturbed by conflict of commercial or political interests.
