For the purpose of this chapter, the following definitions shall
apply unless the context clearly indicates or requires a different
meaning.
ALARM SITE.
A single premises or location served by an alarm system that
is under the control of one owner, tenant or lessor, or a composite
of tenants when served by an alarm system supplying service to more
than one tenant, owner, or lessor.
ALARM SYSTEM.
A device or system that transmits a signal intended to summon
aid in a robbery, burglary, personal hostage, fire, medical or other
emergency.
ALARM SYSTEM
does not include a system installed on a vehicle or a system
designed to alert only the persons within a premises which does not
emit a signal visible or audible outside of the premises.
CHIEF.
The City of Pflugerville’s Chief of Police or his authorized
representative.
DISCONNECT.
To disable an alarm to prevent any direct or indirect notification
to the Police Department by an alarm system, relaying intermediary
or monitoring service. This definition does not apply to a local alarm.
FALSE ALARMS.
Include alarms resulting from: operator error; improper installation
or maintenance; activation by animals; or other internal or external
initiators.
FALSE ALARMS caused by abnormal weather conditions and other
acts of nature are exempted from this definition unless a specific
alarm system’s history shows that an inordinate number of FALSE
ALARMS have occurred.
FALSE ALARM NOTIFICATION.
A direct or indirect alarm notification to the Police or
Fire Department when responding personnel find no evidence of actual
or attempted robbery, burglary, personal hostage, fire, medical or
other emergency.
FALSE FIRE ALARM NOTIFICATION.
A direct or indirect alarm notification to the Fire Department
when responding fire personnel find no evidence of fire or smoke.
LOCAL ALARM.
An alarm system that emits a signal at an alarm site that
is audible or visible from the exterior of the alarm site.
PERMITTEE.
A person who has either applied for or has been issued a
permit under this chapter.
PERSON.
An individual, corporation, partnership, association, governmental
entity, or similar entity.
RELAYING INTERMEDIARY.
A person or monitoring station that receives an alarm notification
from an alarm site and communicates or transmits notice of the alarm
notification to an emergency response entity.
