EXHIBIT A
Under the authority of chapter 373 of the Local Government Code, the city council adopted a community development plan on November 19, 1990, to aid in the economic revitalization of the city. Specifically, the plan promotes the establishment and rehabilitation of health facilities located within the city limits. On December 17, 1990, the city council amended the community development plan by revising the funding mechanisms of the plan.
This program furthers the intent of the community development plan, as amended, by funding a private, nonprofit corporation established to operate a hospital, Central Texas Hospital, for the benefit of the citizens of the city. Funding of this program will be provided by grants to the city from organizations involved in the promotion of hospital-based medical care. This program replaces the community development program adopted by the city council on December 17, 1990.

Description of Facility
The Central Texas Hospital, a 44-bed acute care hospital, will provide the following patient services:

Physical therapy.
 
7.
Respiratory therapy.

The approximate number of people to be employed full-time at this facility is 52.
PROJECT DESCRIPTION
Purpose of the Project:
The purpose of this project is to fund CTH, Inc. (d/b/a Central Texas Hospital), a Texas nonprofit corporation. This corporation has been organized to lease, manage, and operate, on a nonprofit basis, an acute care hospital for the provision and promotion of hospital-based medical care, medical research, training and teaching, and public health.
Objectives:
The objective of this program is to aid CTH, Inc. in order that it may provide health care not otherwise available to the citizens of Cameron.
Project Description and Plan:
A.
The city:
 
1.
May receive grants from organizations at the city’s discretion, without cost to the city, for the promotion of hospital-based medical care.
 
2.
At its discretion, may donate those grants from these organizations to CTH, Inc.
 
3.
Shall not dispose of any grant in any manner that is inconsistent with the goals of the community development plan, as amended, and program.
B.
CTH, Inc.:
 
1.
Shall lease, manage, and operate a hospital to be known as the Central Texas Hospital.
 
2.
May receive, from the city, grants from organizations for the promotion of hospital-based medical care.
Dedication and Use of Funds:
The city covenants that all grants from organizations for the promotion of hospital-based medical care are hereby irrevocably pledged to CTH, Inc.
Funds Established:
The city shall deposit, as collected, grants received from organizations for the promotion of hospital-based medical care into a separate account known as the Central Texas Hospital Fund (herein called the “hospital fund”) hereby established in connection with the adoption of the community development program. The hospital fund shall be kept separate and apart from all other funds of the city, and shall be pledged and appropriated only as delineated in the preceding section entitled “Dedication and Use of Funds.”
Investment of Certain Funds:
The hospital fund shall be invested pursuant to the requirement of article 842a-2 of Vernon’s Texas Civil Statutes and cited as the Public Funds Investment Act of 1987. All money resulting from the investment of said fund shall remain a part of said fund, but may serve to reduce the amount which otherwise would be required to be deposited therein.
The city will maintain accurate and complete records regarding investments of amounts in the hospital fund and will furnish such records to CTH, Inc. from time to time as CTH, Inc. may request.
The depository bank shall be required to invest the said hospital fund as directed by the appropriate officials of the city and, if and when it becomes necessary to sell or dispose of investments in order to utilize the fund for the purpose for which such fund was created, the depository bank shall sell or dispose of such investments and give the city notice thereof.
This program fulfills in part the requirements of chapter 373 of the Local Government Code entitled “Community Development in Municipalities,” and cited as the Texas Community Development Act of 1975.
