EXHIBIT A

Under the authority of chapter 373 of the Local Government Code,
the city council adopted a community development plan on November
19, 1990, to aid in the economic revitalization of the city. Specifically,
the plan promotes the establishment and rehabilitation of health facilities
located within the city limits. On December 17, 1990, the city council
amended the community development plan by revising the funding mechanisms
of the plan.
| ||
This program furthers the intent of the community development
plan, as amended, by funding a private, nonprofit corporation established
to operate a hospital, Central Texas Hospital, for the benefit of
the citizens of the city. Funding of this program will be provided
by grants to the city from organizations involved in the promotion
of hospital-based medical care. This program replaces the community
development program adopted by the city council on December 17, 1990.

to CTH, Inc.
| ||
Funds Established:

The city shall deposit, as collected, grants received from organizations
for the promotion of hospital-based medical care into a separate account
known as the Central Texas Hospital Fund (herein called the “hospital

investments of amounts in the hospital fund and will furnish such
records to CTH, Inc. from time to time as CTH, Inc. may request.
| ||
