A. 
It shall be unlawful for the owner or custodian of any dog, whether licensed or not, to allow such dog to run at large in the Town at any time of the year. For the purpose of this section, a dog shall be deemed to run at large while roaming, running or self hunting off of the property of the owner or custodian of such dog while not on a leash nor under its owner's or custodian's immediate control. This section shall not apply to any person who uses a dog under his direct supervision while lawfully hunting, while engaged in a supervised formal obedience training class or show, during formally sanctioned field trials, or any area designated by resolution of the Town of Edinburg as an off-leash dog exercise area.
B. 
Dog owners are required to have all dogs under their control 24 hours a day either by use of a physical fence, invisible electric fence, use of a leash, voice control, hand signals, or other effective means while on said owner's property.
C. 
No dog, except when being utilized by an official law enforcement agency or a service animal whose handler is unable because of a disability to use a harness, leash, or other tether, or the use of a harness, leash, or other tether would interfere with the service animal's safe effective performance of work or tasks, in which case the service animal must be otherwise under the handler's control (e.g., voice control, signals, or other effective means), or as otherwise allowed by § 31-10A, shall go upon any public street, sidewalk, alley or park, or any other public property, or go upon private property of another person, unless accompanied and held in leash by a person responsible for said dog.
Any unlicensed dog found in the Town shall be seized and confined in the county dog pound, and redemption of such dog shall be subject to county ordinances and regulations.
A. 
It shall be unlawful for any person to keep any dog within the Town which, by habitually barking, biting or by running after people in the streets in a vicious manner, or by other conduct, unreasonably disturbs the peace or the quiet of any person.
B. 
Any such dog found running at large within the Town may be seized and confined in the county dog pound and disposition of such dog shall be subject to county ordinances and regulations.

During the prevalence or suspected prevalence of rabies among dogs in the Town or county, the Mayor may require by proclamation duly published that the owners or custodians of the dogs within the Town shall keep the same upon their own premises for 30 days, unless the dog in question is muzzled and on a leash. The Council may extend the duration of such requirement. Every such owner or custodian failing to comply with such proclamation shall be guilty of a Class 3 misdemeanor for each offense, and any dog found running at large in violation of the provisions of any such proclamation may be destroyed on order of the court having jurisdiction.

Violations of the provisions of this article shall be punishable as a Class 3 misdemeanor.

A. 
It shall be unlawful for any owner of a dog to allow his dog to defecate on any public street, roadway, curb, public parking lot, sidewalk or other publicly owned property, unless the owner of the animal removes the animal's excrement immediately and disposes of it in a public trash receptacle or in a public sanitary sewer, or on the dog owner's own property in a safe and sanitary manner. This subsection does not apply to a person who is using a service or guide dog and who is unable to comply due to a disability.

B. 
It shall be unlawful for any owner of a dog to allow his dog to defecate on property owned by another over the objection of the owner of such property, his agent, or a person having control of such property, unless the owner of the animal removes the animal's excrement immediately and disposes of it in a public trash receptacle or in a public sanitary sewer, or on the dog owner's own property in a safe and sanitary manner.
C. 
As used in this section, the following terms shall have the following meanings.
OWNER
Any person having a property interest in a dog or any person who keeps such dog, has it in his care or acts as its custodian.
OBJECTION OF THE OWNER
(1) 
Any verbal or written communication objecting to the defecation of the dog on any specific parcel of property from any source.
(2) 
Notice mailed to the owner of the dog at owner's last known address of an objection to the defecation of the dog on any specific parcel of property.
D. 
Any person convicted of a violation of this section shall be punished by a fine of $50. Each violation and day's continuation thereof shall constitute a separate offense.

The Shenandoah County Sheriff's Office shall enforce the provisions of this section.
