The provisions of this chapter shall govern the issuance, refusal,
and maintenance of rental property housing licenses and rental property
housing inspection requirements.
The owner of the structure shall comply with and maintain rental dwellings in compliance with
these requirements. A person shall not occupy as owner-occupant or permit another person to occupy any structure or premises that does not comply with the requirements
of this chapter.
