(a) General authority.
The city manager is hereby authorized
to contract for expenditures without further approval of the council
for all budgeted items in which the amount of the expenditure from
one or more municipal funds does not exceed $50,000.
(b) Exceptions.
All other expenditures by the city manager
shall require prior approval by the city council, except that in the
following circumstances expenditures in excess of $50,000 may be submitted
for approval by the city council after expenditure is made:
(1) An expenditure for a procurement made because of a public calamity
that requires the immediate appropriation of money to relieve the
necessity of the city’s residents or to preserve the property
of the city;
(2) An expenditure for a procurement necessary to preserve or to protect
the public health or safety of the city’s residents; and
(3) An expenditure for a procurement necessary because of unforeseen
damage to public machinery, equipment or other property.
(c) Authority to delegate.
The city manager is hereby authorized
to delegate to department heads the authority to make expenditures
for budgeted items where the amount of the expenditure does not exceed
$3,000, provided the city manager implements a purchasing policy that
places checks and balances on such authority.

The city manager is the chief administrative officer of the
city and shall be responsible of all employees of the city except
those appointed or elected as provided by the home rule charter. The
city manager shall prepare, adopt and enforce necessary and appropriate
personnel policies, rules and regulations to ensure orderly and efficient
administration of all city departments in compliance with all state
and federal statutes and regulations including but not limited to
Fair Labor Standards, Equal Employment Opportunity Act, Workers’
Compensation Act, Unemployment Compensation Act, and other applicable
laws.
