No person shall operate or park any vehicle on any street or
public right-of-way for the primary purpose of advertising, nor shall
any owner suffer or permit any vehicle belonging to him to be operated
or parked on a public street or public right-of-way for the primary
purpose of advertising.
No person upon roller skates, or riding in or by means of any
coaster, toy vehicle or similar device, shall go upon any roadway,
except while crossing a street in a crosswalk, and, when so crossing,
such person shall be granted all of the rights and shall be subject
to all of the duties applicable to pedestrians.
Any person riding upon any motorcycle, bicycle, coaster, sled,
roller skates, or in any toy vehicle shall not affix the same or himself
to any moving vehicle upon the roadway.
(A) No pedestrian
or other person, who is within a roadway in a limited pedestrian zone
may stop, stand, sit or remain in any intersection, roadway or crosswalk
for a period longer than is necessary to traverse that intersection
or crosswalk.
(B) No pedestrian
or other person who is within a limited pedestrian zone may stop,
stand, sit or remain within the immediate vicinity of any vehicle
stopped on a roadway.
(C) No pedestrian
or other person who is within a limited pedestrian zone shall stop,
stand, sit or remain on or under any portion of a median, bridge,
overpass, or viaduct for longer than is necessary to safely traverse
that median, bridge, overpass or viaduct.
(D) The
following areas of the city are each designated a limited pedestrian
zone:
(1) The
intersection of Forest Lane and S. Jupiter Rd. specifically including:
(a) Forest Lane beginning at the intersection of Forest Lane and S. Forest
Crest Dr. extending to the east on Forest Lane to the intersection
of S. Kirby St. and Forest Lane; and
(b) The portion of S. Jupiter Rd. beginning at the intersection of S.
Jupiter Rd. and Miller Park Dr. extending to the north to the intersection
of S. Jupiter Rd. and Glacier Lane.
(2) The
intersection of N. Garland Avenue and President George Bush Turnpike
specifically including:
(a) The north side service road of the President George Bush Turnpike
from 600 feet southeast of the intersection of N. Garland Avenue and
President George Bush Turnpike through 100 feet northwest of the intersection
of N. Garland Avenue and President George Bush Turnpike;
(b) The south side service road of the President George Bush Turnpike
from 600 feet northwest of the intersection of N. Garland Avenue and
President George Bush Turnpike through 100 feet southeast of the intersection
of N. Garland Avenue and President George Bush Turnpike; and
(c) N. Garland Avenue from the intersection of N. Garland Avenue and
Naaman Forest Blvd. to the intersection of N. Garland Avenue and W.
Muirfield Rd.
(3) The
intersection of Interstate Highway 635 and W. Centerville Rd., specifically
including:
(a) The north service road of Interstate Highway 635 from 600 feet southeast
of the intersection of Interstate Highway 635 and W. Centerville Rd.
to the intersection of Interstate Highway 635 and W. Centerville Rd.;
(b) The south side service road of Interstate Highway 635 from 600 feet
northwest of the intersection of Interstate Highway 635 and W. Centerville
Rd. to the intersection of Interstate Highway 635 and W. Centerville
Rd.; and
(c) W. Centerville Rd. from the intersection of W. Centerville Rd. and
Marketplace Dr. to the intersection of the south side service road
(southeast bound) of Interstate Highway 635 and W. Centerville Rd.
(4) The
intersection of Interstate Highway 30 and Broadway Blvd., specifically
including:
(a) Broadway Blvd. from the intersection of Broadway Blvd and Broadway
Commons to Broadway Blvd. at the intersection of Broadway Blvd. and
Guthrie Rd.
(b) The north side (westbound) service lane of Interstate Highway 30
from the intersection of the north side service lane of Interstate
30 and Broadway Commons to the intersection of Interstate Highway
30 and Broadway Blvd. including the turn around lane from the north
side (westbound) service road of Interstate Highway 30 to the south
side (eastbound) service road of Interstate Highway 30.
(c) The south side (eastbound) service road of Interstate Highway 30
from 600 feet southwest of the intersection of Interstate Highway
30 and Broadway Blvd. to the intersection of Interstate Highway 30
and Broadway Blvd. including the turn around lane from the south side
(eastbound) service road of Interstate Highway 30 to the north side
(westbound) service road of Interstate Highway 30.
(5) The
intersection of State Highway 78 (also known as Lavon Dr.) and N.

Traffic-control signs, signals and markings heretofore placed
or erected by the director and now in use for the purpose of regulating,
warning, or guiding traffic use are hereby affirmed, ratified and
declared to be official traffic-control devices provided that these
traffic-control devices are not inconsistent with the provisions of
state law or this chapter.

(A) All
traffic rules and regulations that apply to streets owned by the City
are hereby extended to, and shall apply within, the following subdivisions:
(1) The
Retreat at Firewheel;
(B) All
costs associated with the placement and maintenance of traffic-control
signs, pavement markings, and other traffic control devices located
on a private road in the subdivision shall be and remain with the
owners of the property within the subdivision.

(A) In this
section, “shopping cart” means a basket, typically mounted
on four wheels and designed to be stored when not in use in a stackable
order, generally used in retail establishments by customers to transport
goods or for carrying merchandise within the retail establishment
or to motor vehicles parked on the premises of the retail establishment.
(B) It shall
be unlawful for any person to leave or abandon a shopping cart at
a location more than 100 feet away from the premises of the retail
establishment that owns or provides the cart.
(C) It shall
be unlawful for any person to possess a shopping cart on a street
or other public place other than the premises of the retail establishment
that owns or provides the cart or a sidewalk, if any, immediately
adjacent to the retail establishment that owns or provides the cart.
(D) It is a defense to prosecution under subsection
(B) that the person was an owner, employee, or agent of the retail establishment that owns the shopping cart who was delivering, retrieving, or returning the shopping cart to the retail establishment.
