The City Administrator shall be an at-will employee of the City hired by a majority vote of City Council at a public meeting. Salary shall be established at the time of hiring with adjustments in salary through the annual budget process and/or City Administrator employment agreement.
The City Administrator may be terminated from the employment of the City at any time through a majority vote of City Council.
The City Council shall determine the necessary qualifications of the City Administrator.
The City Administrator shall be responsible to City Council with direct reporting to, and supervision by, City Council. Job responsibilities shall be communicated to the City Administrator by Sunbury City Council.
The City Administrator shall have the powers and duties relating to the general management of City business and shall have the responsibility of performing the following nonexclusive list of specific powers and duties:
A. 
Research, write, implement, and manage grants.
B. 
Administer grants; maintain grant management files as required by contracts and/or law.
C. 
Liaison between different government entities, SEDA-COG and the City for DCED grants, etc.
D. 
Propose new plans, ideas, goals, and discuss issues that affect the community, and plan, research, develop, and implement an approved economic and marketing plan for the City. Perform public relations and marketing as needed to further develop the City. Develop and maintain a social networking plan for the City. Maintain and update the City website and Facebook page.
E. 
Represent the City in the community at professional and association meetings as requested or required.
F. 
Provide positive public relations within the scope of duties.
G. 
Assist with City-sponsored community event planning, preparation, and execution, and maintain event continuity and financial records.
H. 
Network with local, state and federal officials and local businesses to further the goals of the City.
I. 
Be responsible for project management as directed by Council.
J. 
Negotiate contracts for the City, subject to the approval of Council, making recommendations concerning the nature and location of municipal improvements and executing municipal improvements as determined by Council.
K. 
Ensure that all terms and conditions imposed in favor of the City or its residents in any law, franchise or contract are faithfully kept and performed, and, upon knowledge of any violation, inform Council.
L. 
Be a "good will ambassador" of the City.
M. 
Direct City personnel as specifically delineated by Council.
N. 
Review and provide updated policies and procedures in coordination with Council and the City Clerk.
O. 
Understand Council's responsibilities to handle general and confidential matters with appropriate courtesy, tact and emphasis.
P. 
Attend all meetings of Council and participate in discussions with Council. Nothing in this subsection shall be construed to permit the City Administrator to vote with Council.
Q. 
Recommend the adoption of measures to Council as may be deemed necessary or expedient, and make reports to Council as directed by Council.
R. 
Participate with planning the annual City budget for review and approval by Council. The recommended budget and an enabling ordinance shall be submitted to Council for its review not later than the last stated meeting in November of each year. The City Administrator may include an explanatory comment or statement of the recommended budget. The recommended budget shall be in a form as required by law for city budgets and shall contain information explaining the various items of expenditure and revenue as may be required by Council.
S. 
Be familiar with plans, programs, and limitations of the City necessary to implement its programs.
T. 
Prepare reports to local, state, or federal governments or agencies.
U. 
Perform all such duties as may from time to time be conferred by Council.
V. 
None of the duties listed on this job description are intended to supersede the Third Class City Code,[1] Civil Service Statute, or any bargaining agreement.

W. 
Maintain an excellent personal attendance record.
X. 
Attend meetings, seminars and training as required.
This article shall revoke and replace any prior ordinance(s) relative to the subject hereof adopted by the City of Sunbury.
