All powers of the City are vested in the Council except as otherwise
provided by law or ordinance. The Council shall perform such powers
and duties as are conferred or directed by the Charter, by the statutes
of the State of Iowa or as required by ordinance.
Procedures for giving notice of meetings of the Council and other provisions regarding the conduct of Council meetings are contained in Chapter
5, Administration of Government, §
5-6, of this Code of Ordinances. Additional particulars relating to Council meetings are the following:
A. Regular meetings. The time and
place of the regular meetings of the Council shall be fixed by resolution
of the Council.
B. Special meetings. Special meetings
shall be held upon call of the Mayor or upon the written request of
a majority of the members of the Council submitted to the Clerk. Notice
of a special meeting shall specify the date, time, place and subject
of the meeting, and such notice shall be given personally or left
at the usual place of residence of each member of the Council. A record
of the service of notice shall be maintained by the Clerk.
C. Quorum. A majority of all Council
members is a quorum.
D. Rules of procedure; records. The
Council shall determine its own rules and maintain records of its
proceedings.

The salary of each Council member is payable monthly. The salary
of each Council member shall annually be reviewed each November. The
salary of each Council member shall be adjusted up by the same percentage
as the percentage change in the Consumer Price Index (CPI-U, US City
Average, All Items) published by the United States Department of Labor,
Bureau of Labor Statistics, for the most recent twelve-month period
published in November of each calendar year. In the event that the
published CPI-U is zero or below, Council pay shall not be adjusted.
