A. 
Only a person authorized by the Pennsylvania Department of Environmental Protection in accordance with the Waste Transportation Safety Act[1] may collect municipal waste, recyclable materials or leaf waste within the Township.

B. 
All persons authorized to collect municipal waste, recyclable materials or leaf waste under Subsection A shall submit an annual report to the Township on forms provided by the Township.
(1) 
The report shall contain a list of the establishments in the Township, including street addresses, for which the authorized collector collected municipal waste, recyclable materials or leaf waste.
(2) 
The report shall give the total weight of municipal waste, the total weight of recyclable materials and the total weight of leaf waste collected in the Township.
(3) 
The report shall be submitted to the Township each year no later than January 15 and shall include the required information for the immediate preceding calendar year.
(4) 
Failure to file the required report in a timely manner shall subject the authorized collector to the penalties in Article V.
