The City of Lancaster may include all costs incurred in the review fee charged to an applicant.
The review fee may include, but not be limited to, costs for the following:
A. 
Administrative and clerical costs.
B. 
Review of the SWM site plan.
C. 
Review of the stormwater operation and maintenance plan and agreement by the City Solicitor/staff.
D. 
Inspections.
E. 
Any additional work required to enforce any permit provisions regulated by this chapter, correct violations, and assure proper completion of stipulated remedial actions.
If the Director, or the Director's designee, determines that the installation of GI and BMPs is impractical due to existing site constraints, both on-site and off-site, the Director may allow the stormwater permit applicant to pay a stormwater runoff mitigation fee in lieu of meeting the requirements of this chapter, in whole or in part, which must be paid prior to the issuance of a building permit or any development of the property. The amount of fees and the schedule for payment of fees shall be established by resolution of the Council of the City of Lancaster adopted from time to time upon recommendation of the Director of Public Works.
