When amendatory ordinances are hereafter adopted, there shall be printed
only the section or part of the ordinance as reenacted and amended, and not
a recital of the ordinance as existing prior to the amendment, provided that
in the section or part of the ordinance reenacted, there shall be printed
between brackets the word, phrase or provisions of the existing ordinance,
if any, which have been eliminated by the adoption of the amendment, and that
there shall be printed in italics all new words, phrases or provisions, if
any, which have been inserted or added to the ordinance by the adoption of
the amendment. In ascertaining the correct reading and interpretation of any
amendatory ordinance, the matter inserted within brackets shall be omitted,
and the matter in italics shall be read and interpreted as part of the ordinance.
