(a) 
Any person who shall fail to correct a notice of violation within the time required or violates a final order under the provisions of this chapter or refuses to comply with a certificate of necessity shall be served a summons for violation of this chapter upon the expiration of the notice period or any extension thereof, and shall, upon conviction in municipal court, be punished by a fine not to exceed $1,250. Each day that such violation continues shall be considered a separate offense.
(b) 
Any person who is convicted of violating this Exterior Property Maintenance Code within six months of the date of a previous violation of the same provision of this Code and who was fined for the previous violation, shall be sentenced by a court to an additional fine as a repeat offender. The additional fine imposed by the court upon a person for a repeated offense shall not be less than the minimum or exceed the maximum fine fixed for a violation of this Code, but shall be calculated separately from the fine imposed for the violation of the Code.
