Contractors using trailers or mobilehomes at construction sites for offices, storage of material or equipment, or security purposes shall be exempt from the regulations of this article. Also, trailers or mobilehomes used for occupancies as commercial sales offices in conjunction with and at the site of trailer or mobilehome sales lots shall be exempt from the regulations of this article.

The building director shall have the authority in the event of noncompliance with the regulations of this article to order the discontinuance of service of gas, electricity and water facilities to the trailers or mobilehomes in violation.

Trailers or mobilehomes shall be permitted to be occupied as temporary commercial offices under the following conditions:
(1) 
Building plans for new construction must be submitted before the trailers or mobilehomes can be occupied;
(2) 
A permit must be issued within 30 days after the submission of such plans;
(3) 
The occupancy shall not exceed nine months after the issuance of the permit unless otherwise extended by the council.
