The city manager or his or her designee may determine that certain
city property is not required for public use, and shall declare it
surplus and prepare a written estimate of the market value thereof.

All city departments shall submit to the purchasing officer
a surplus form showing all supplies and equipment which are no longer
used or which have become obsolete or worn-out. The purchasing officer
shall determine if any city department can use any surplus supplies
or equipment.

If the surplus property is not required for city use and its
market value is less than $25,000 or less, the city manager or his
or her designee shall sell, dispose, or exchange it as he or she shall
deem appropriate. If the surplus property is valued at more than $25,000,
the city council or his or her designee shall sell, dispose, or exchange
it as provided by resolution of the city council. The purchasing officer
shall have the authority to donate city property at a valued amount
to any public agencies, city districts, public school districts, municipal
utilities, or governmental offices.

The amount received for any surplus property sold or exchanged
under this chapter shall be credited to the fund as determined by
the city manager or his or her designee.

No city officer or employee shall purchase city surplus property
sold in accordance with this article unless the city manager and city
attorney declare that such purchase is in the common interest of the
city.

The city manager or his or her designee is hereby authorized
to sign bills of sale and any other papers or documents evidencing
sales for and on behalf of the city in any amount.

All sales shall be for cash or for certified check or money
order payable to the city.
