A. 
In order to be eligible for participation in any examination for any full-time civil service position within the Police Department, an applicant must submit a completed application form to the Commission before the expiration of the deadline stated by the Commission for that specific examination.
B. 
The applicant must make an oath or affirmation that the application is completed truthfully, and the applicant is subject to the penalties of 18 Pa.C.S.A. § 4904 relating to falsification of information to authorities.
C. 
At the time of filing of an application, each applicant shall pay a nonrefundable fee. The fee shall be determined by reference to the Fee Schedule that is adopted annually by the Municipal Council. Said application fee shall be used exclusively for the purpose of defraying the costs of the Municipality in conducting and administering the examination process. Said application fee may be increased, from time to time, by the Municipal Council, based upon the increased costs of administering and conducting the examination process.
A. 
All applicants for the Police Department must have reached their 21st birthday before the deadline for submitting completed applications. Applicants must move or establish permanent residence within the boundaries established in the collective bargaining agreement between the Municipality and the bargaining representative for the Municipality's police officers in effect at the time within six months of completing their probationary period.
B. 
An applicant may appeal to the Civil Service Commission for one six-month extension of the residency requirement for good cause. Appeals must be filed within 30 days before the expiration of the permanent residency effective date set forth herein.
A. 
Every applicant for a position in the Police Department must possess a diploma from an accredited high school or a graduate equivalency diploma (G.E.D.). In addition, every applicant must be a United States citizen; be physically and mentally fit to perform the essential duties of a police officer; possess a valid motor vehicle operator's license issued by the Commonwealth of Pennsylvania or any other state-issued equivalent driver's license; and must be free of any criminal conviction in any state for which more than one year in prison can be imposed as punishment or of an offense that results in a prohibition against possession of a firearm.
B. 
Every applicant must either be:
(1) 
Recommended for certification through the MPOETC as a police officer pursuant to Act 120, or equivalent police officer Training Program recognized and adopted by any State in the United States; or
(2) 
If the applicant has neither completed Act 120 training and nor does he/she possess current Act 120 certification, he/she must possess all qualifications necessary for admission to a MPOETC-certified training school or academy which provides a basic training course for police officers, which shall be chosen by the Municipality.
C. 
Notwithstanding the foregoing, when in the discretion of the governing body the fiscal health or operational needs of the Municipality so requires or when no MPOETC-certified training school or academy classes are available within a reasonable period of time or within a reasonable geographical distance from the Municipality's Municipal Building, the Commission may require that all applicants possess current Act 120 certification for a specific round of testing.
A. 
The Commission may refuse to examine, or, if examined, may refuse to certify as eligible after examination, any applicant who is found to lack any of the minimum qualifications for examination prescribed in these Rules and Regulations for the particular position for which the applicant has applied. In addition, the Commission may refuse to examine, or, if examined, may refuse to certify any applicant who demonstrates an inability to adhere to the policies and rules set forth by the Municipality and the Monroeville Police Department, which policies and rules may be amended from time to time and are incorporated herein, or who is physically unfit to perform the essential duties of the position for which the applicant seeks employment, or who is illegally using a controlled substance, as defined in Section 102 of the Controlled Substance Act (21 U.S.C. § 802), or who has been guilty of any crime involving moral turpitude, or of infamous or notoriously disgraceful conduct, or who has been dismissed from public service for delinquency or misconduct of office, or who is affiliated with any group whose policies or activities are subversive to the forms of government set forth in the constitutions and laws of the United States and the Commonwealth of Pennsylvania.
B. 
Other disqualifiers. Applicants are advised that the Municipality of Monroeville, and its Civil Service Commission, may disqualify any applicant who does not meet the general requirements as noted above. In addition, the following cases may merit disqualification:
(1) 
Falsification, misrepresentation, or omission of material fact(s) during the completion of the polygraph screening booklet, the polygraph examination, the formal application, or the background investigation.
(2) 
Illegal use of a controlled substance, as defined in Section 102 of the Controlled Substance Act (21 U.S.C. § 802), at any time during or since the initiation of the applicant's Act 120 training.
(3) 
Failure to successfully complete all courses and requirements necessary for graduation from a MPOETC-certified training school or academy which provides a basic training course for police officers.
Any applicant who believes that they are aggrieved by the actions of the Commission, in refusing to examine or to certify them as eligible after examination, may request a hearing before the Commission. Within 10 days after such request, the Commission shall designate a time and place for a public hearing which shall be conducted pursuant to the procedures set forth in the Local Agency Law, 2 Pa.C.S.A. § 101 et seq. The deliberations of the Commission, including interim rulings on evidentiary or procedural issues, may be held in the nature of a closed executive session. The applicant or aggrieved party may appear with or without counsel. The applicant or aggrieved party must make their request for a hearing in writing within 10 calendar days of the date when the party knew or should have known of the Commission's action which is being challenged. The decision of the Commission shall be final.
