a. From
and after December 2, 1983, regular meetings of the Board of Supervisors
shall be held each Tuesday and each Wednesday provided that the days
are not County holidays. All regular meetings, except those held on
the third Wednesday of each month, shall commence at eight-thirty
a.m. Closed sessions, if any, shall be conducted after eight-thirty
a.m., and the public meeting shall commence not earlier than nine
a.m. Meetings held on the third Wednesday of each month shall commence
at five-thirty p.m. Closed sessions, if any, shall be conducted after
five-thirty p.m., and the public meeting shall commence not earlier
than six p.m.
b. Unless
otherwise specified, all meetings of the Board shall be held in the
Board chambers of the Board of Supervisors at 700 H Street, Sacramento,
California.

Rules of procedure for the conduct of the business of the Board
of Supervisors shall be adopted by resolution of the Board. The Clerk
of the Board shall maintain the rules in their current form, as amended,
and shall make available copies of the rules in their current form
to any citizen on request.

Vacancies occurring during the terms of office of Supervisor
as a result of resignations, death or ineligibility to hold office
may, under Article IV, Section 7 of the County Charter, be for durations
as long as eighty-eight calendar days before the vacancy is filled
by a special runoff election. There is attached to each office of
Supervisor clerical and administrative staffing resources which assist
in the performance of the functions of that office at the direction
of the Supervisor. Budgetary appropriations made available for operations
of each office are subject to expenditure at the discretion of the
Supervisor. Other discretionary decisions concerning the conduct of
the office and services to the constituency thereof, are subject to
determination by the Supervisor. During the period of any vacancy
in that office there exists a decision-making vacuum which is detrimental
to the welfare of the constituency of the office, the efficiency of
the County, and the effectiveness of the Board of Supervisors, itself.
Therefore, during the period of any vacancy in the office of
Supervisor resulting from resignation, death or ineligibility of the
duly elected Supervisor, all discretionary decisions concerning the
operation and conduct of the office, including expenditures and the
direction of personnel attached thereto, shall be made by the Chairperson
of the Board of Supervisors; provided that the Chairperson shall not
be empowered to appoint, dismiss, suspend or otherwise discipline
personnel attached to the vacant office.
