As used in this article, the following terms shall have the
meanings indicated:
A battery-powered electric vehicle operated solely by electricity
or a plug-in hybrid vehicle that operates on electricity and gasoline
and has a battery that can be recharged from an external source.
Any facility or equipment that is used to charge a battery
or other energy storage device in an electric vehicle.
It shall be prohibited to park a nonelectric vehicle in an electric
vehicle charging station designated for use by an electric vehicle
or to park an electric vehicle in an electric vehicle charging station
that is not being charged, at the following locations:
