The District may enter into a contract with a developer or owner
which provides for the imposition of special fees and charges for
the use by others of water facilities installed by the developer or
owner and dedicated to the District. Such contracts shall generally
have a term of 10 years; provided, however, that the Board may approve
contracts with a longer or shorter term and/or allow for extension(s).
