A.
The Board of Review shall consist of the Mayor, Clerk
or Administrator and three members of the Common Council, each of
whom shall be a member of the Finance Council.
B.
Prior to the Board of Review convening, the Common
Council may appoint alternate members to serve on the Board of Review
if it becomes necessary due to removal of a regular member pursuant
to Wis. Stat. 70.47(6m) or due to the inability of regular member(s)
to serve for reasons other than removal under Wis. Stat. 70.47(6m),
e.g., illness. Alternates shall be Common Council members or other
officers of the City.[1]

The Police and Fire Commission shall consist
of five citizens, one of whom shall be appointed annually by the Mayor
for a five-year term.
The Plan Commission shall consist of the Mayor,
who shall be its presiding officer, a member of the Water Utility,
the President of the Park Board, an Alderperson member elected annually
in April by a two-thirds vote of the Council and three citizen members,
one of whom shall be appointed annually by the Mayor, subject to confirmation
of the Council, for a term of three years. The Planner/Zoning Administrator
shall serve as the Secretary of the Plan Commission. In the Mayor's
absence, the presiding officer shall be the Alderperson member of
the Plan Commission.

A.
The Board of Appeals shall consist of five members appointed by the
Mayor, subject to confirmation of the Council, for terms of three
years, with the terms so staggered that no more than two members are
appointed each year.
B.
The Mayor shall appoint, for a term of three years, two alternate
members of such Board who shall act with power only when a member
of the Board refuses to vote because of interest or when a member
is absent.

A.
Establishment and authority. The Hudson Area Public Library shall
be governed by a Library Board which shall have all the authority,
responsibility, and duties as provided for by Wis. Stat. 43.58. The
Library Board shall act as an independent entity and may establish
bylaws and policies as it deems necessary, desirable and consistent
with its authority and responsibilities under Wis. Stat. 43.58.
B.
Membership of library board. The Library Board shall consist of nine
members. Not more than two of the members of the Library Board may
reside outside the City, but must reside within the jurisdictions
of the Town of St. Joseph, Village of North Hudson, Town of Hudson
or Town of Troy. One member shall be the Hudson public school district
administrator or his/her designated representative. In addition to
the nine Board members, if St. Croix County is entitled to appoint
additional members by state law, the Board may contain additional
members in excess of the nine members. Not more than one member of
the Common Council shall, at any one time, be a member of the Library
Board.
C.
Appointment procedure and compensation. Board members shall be appointed
by the Mayor, subject to confirmation by the Common Council. Vacancies
for the unexpired portion of a term shall be filled in a like manner.
Library Board members shall serve without compensation.
D.
Term. At the time of initial appointments on January 1, 2024, Board
members will have terms designated as follows: 1/3 will serve a two-year
term, 1/3 will serve a three-year term, and 1/3 will serve a four-year
term. Upon expiration of each initial term, all terms thereafter shall
be three-year terms which shall commence on the third Tuesday of April
upon appointment.
E.
Election of officers; quorum. Initial officer elections shall occur
at the first meeting of the Library Board in January 2024. Thereafter,
officer elections shall occur at the first meeting after the third
Tuesday of April. The Library Board shall elect from its members a
president and any other officers deemed necessary, to serve for a
period of one year. A majority of the membership of the Board constitutes
a quorum.
F.
Severability clause. If any provision of this section shall be held
void or unenforceable by a court of competent jurisdiction, said judgment
shall not impair, affect, or invalidate the remainder of the section.
G.
Effective date. This section shall become effective January 1, 2024.

The Industrial Development Committee shall consist
of an Alderperson annually appointed by the Mayor, subject to confirmation
by the Common Council; three citizens appointed by the Mayor, subject
to confirmation by the Common Council, for a term of three years,
with the terms staggered so that not more than one member is appointed
each year; and one member each from the Village of North Hudson, the
Town of Hudson, the Township of Troy and the Township of St. Joseph,
each appointed by their respective governmental bodies. Residency
in the City shall not be required of the citizen members. The City
Planner/Zoning Administrator and the Executive Director of the Hudson
Area Chamber of Commerce shall be ex officio members of the committee.[1]
