Every person who obtains a license or permit to conduct or carry
on any business, avocation, trade, or calling mentioned in this code
or in any ordinance of the City, shall pay to the City Manager in
cash, check or certified funds, in advance of issuance, the specified
license fee. The City Manager shall thereupon issue to such person
a license for the purpose specified, except as otherwise provided.

No license shall be granted by the City at any time for a longer
period than one year, and every license shall expire on or before
December 31st following the issuance thereof. In all cases, the term
of the license shall be expressed thereon. There shall be no prorations
of any fee nor partial fees (for part of a year), nor any refunds
of any fees paid.

All licenses shall be subject to the ordinances, resolutions
and regulations of the City and the statutes of the State which may
be in force at the time of issuance thereof or become effective during
the period covered by such license. A license may be revoked at the
discretion of the City Council when it shall appear by a preponderance
of the evidence that the licensee has violated any of the ordinances,
resolutions or regulations of the City or any of the laws of the State
or has knowingly permitted any of the ordinances of the City or the
laws of the State to be violated by any person in his employ for which
a license has been issued.

Licenses shall not be assigned or transferred nor shall any
license authorize any person to do business or act under it, other
than the person named therein.

All licenses shall be issued under the seal of the City, be
signed by the City Manager and City Clerk and shall be in a form as
approved by the City Manager.

The City Manager shall keep a license register in which shall
be entered the name of each and every person licensed pursuant to
the ordinances of the City, the date of the license, the purpose for
which the license is granted and the license fee paid. The fee for
each license required by this chapter shall be established by resolution
of the City Council.
