For the purposes of this article, "public art" shall be recognized
by the City of Lancaster as an original work of art created by an
artist in any medium in which its form, function, and meaning is created
to be viewed by the general public and is visible or physically accessible
to the public from the right of way or located within a building that
is under the ownership of or is affiliated with the City. Advertising,
signage, and direction elements, except for those elements which are
integral parts of the original work of art or a public art project,
shall not be considered public art within the City.
The City of Lancaster Public Art Advisory Board is hereby created,
which Board shall consist of seven members and up to two alternates
who shall act in accordance with this article and the Code of the
City of Lancaster and who shall serve without compensation.
All members of the PAAB should, to the extent possible, be made
up of individuals who demonstrate knowledge in fields related to art
and design, or who have demonstrated an interest in the arts as it
relates to civic improvement. Moreover, all members shall either be
residents of the City of Lancaster or demonstrate that they have an
active interest in the arts in the City of Lancaster.
The six members at large and up to two alternates shall be appointed
by the Mayor with the consent of City Council. The seventh member
of the Board shall be a member of City Council appointed by the President
of City Council. The initial appointment of the six members at large
shall be as follows: two members at large shall be appointed to serve
for a one-year term, two members at large shall be appointed to serve
for a two-year term, and two members at large shall be appointed to
serve for a three-year term. Their successors shall all serve terms
of two years. The City Council member shall serve a one-year term
and that member's successors shall each serve one-year terms.
Alternate members shall serve two-year terms. All members shall serve
the terms set forth above or until their successors are appointed.
Vacancies on the City Public Art Advisory Board shall occur
by reason of resignation, incapacitation, death, or in accordance
with Pennsylvania law. The Chairman of the Board shall notify the
Mayor concerning vacancies on the Board. Vacancies shall be filled
by the Mayor with the consent of City Council.
The City Public Art Advisory Board shall meet at such times
and places as it deems proper and shall keep regular minutes of its
proceedings. It shall have the power to adopt rules and bylaws to
govern its proceedings. Immediately after the initial appointment
of members to the City Public Art Advisory Board, the Board shall
meet and organize by electing one of its members Chairperson and by
installing such other officers as may be necessary. The Board shall
thereafter organize annually to elect its President and such other
officers as it deems appropriate. The Board shall organize standing
committees and ad hoc committees as it deems necessary.
The Public Art Advisory Board will at the request of the Public
Art Manager:
A. Work as community advocates for public art within the City by building
awareness and forging connections that lead to involvement, investment,
and opportunity;
B. Assist in the review of planning documents including guidelines,
master plans, and strategic planning documents as the same or related
to public art;
C. Make recommendations on matters related to artist selections;
D. Make recommendations on matters related to the implementation of
public art projects funded or supported by the City;
E. Review proposed art donations and make recommendations to City Council;
F. Make recommendations regarding filling vacancies on the Board when
they arise; and
G. Perform such other and further duties related to public art within
the City as requested.
