The Length of Service Awards Program (LOSAP) is herewith created in accordance with Chapter 388 of the Laws of 1997 to reward volunteer fire fighters of the Gibbstown Volunteer Fire Company for their loyal, diligent and devoted services to the residents of the Township of Greenwich.
The LOSAP shall provide for fixed annual contributions to a deferred account for each volunteer member that meets the criteria set forth below; that such contributions shall be made in accordance with a plan that shall be established by the Greenwich Township Council, pursuant to P.L. 1997, c. 388; and that such plan shall be administered in accordance with the laws of the State of New Jersey, the U.S. Internal Revenue Service Code and this chapter.

This LOSAP shall provide for annual contributions to each eligible member who meets the criteria as follows:
A. 
Level 1: $1,000.
B. 
Level 2: $1,350.
C. 
Level 3: $1,700.
The estimated cost of the program has been calculated as $59,800 per year if each active volunteer earns maximum points for service.

Each active volunteer member shall be credited with points for volunteer services provided by the Gibbstown Volunteer Fire Company as follows:
A. 
Point levels.
(1) 
Level 1. Average to gain active status as defined in Article V Section 1 of the Constitution.
(2) 
Level 2. Average to gain active status as defined in Article V Section 1 of the Constitution plus five points.
(3) 
Level 3. Average to gain active status as defined in Article V Section 1 of the Constitution plus 10 points.
B. 
Activities earning points *(using adjusted NFIRS report).
(1) 
Average of calls, meetings and drills.
(a) 
Percentage converts directly to points (ex. 30%= 30 points).
(2) 
*Call percentage based off numbers of NFIRS reported calls per that calendar year.
(3) 
*Meeting percentage based off of 13 scheduled calendar year meetings.
(4) 
*Drill percentage based off of 40 scheduled calendar year drills.
C. 
Positions earning points.
(1) 
Points will be only added if Level 1 has been met by the person holding the position.
(2) 
Chief: eight points.
(3) 
Deputy Chief: eight points.
(4) 
Captains and Lieutenants: four points.
(5) 
Safety Officers: two points.
(6) 
NFIRS Coordinator: four points.
(7) 
Engineer: two points.
D. 
Outside training earning points (approved by Chief).
(1) 
Courses longer than eight hours in length: one point.
(a) 
Maximum of five points.
(2) 
Prorating of averages will be allowed if the new member is voted in on or before the April meeting.
