A. 
The following acts are prohibited, and no person shall:
(1) 
Injure, deface, disturb or befoul any part of the park or any building, sign, equipment or other property therein or remove, injure or destroy any tree, flower, shrub, rock or other mineral found therein.
(2) 
Interfere with any lamp, lamppost or electric light apparatus or extinguish the light therein except upon proper authority.
(3) 
Set fire or assist another in setting fire to any timber, trees, shrubs, grass, leaves, growth or any other combustible material or suffer any fire upon other land to extend onto any part of the park.
(4) 
Bring into, leave behind or dump any material of any kind in the park except the refuse, ashes, garbage and other material of a picnic, camp or other permitted activity, and such material shall be deposited in receptacles or pits provided for such purposes. Refuse is not to be dropped, thrown or scattered on park property. Tin cans, bottles or other glassware or metallic substances containing sharp edges shall be deposited in park receptacles.
(5) 
Either within or outside of the park, discharge into, throw, cast, lay, drop or leave in any river, brook, stream, storm sewer or drain flowing into or through said park any substance, matter or thing, either liquid or solid, which may or shall result in the pollution of said river, brook or steam within the park, interfere with the conservation of the natural resources of said park or endanger the health of visitors in said park.
(6) 
Drive or propel or cause to be driven or propelled along or over any road within the park any vehicle at a greater rate of speed than 20 miles per hour.
(7) 
Park or store any motorcar, motorcycle, snowmobile, bicycle, wagon or other vehicle within the park except in places designated for such purposes; park or operate any such vehicle in the park after dark without lights; or park any vehicle in the park after 9:30 p.m. during the hours of darkness in areas other than those designated for such purpose.
(8) 
Gamble in the park or bring into the park or have in his or her possession while in the park any implement or device commonly used or intended to be used for gambling purposes.
(9) 
Bring into, have or keep in any park designated by the Village Board any dog or other pet or domesticated animal unless the same is on a leash or in a cage, or allow such animal to soil, defile or defecate in the park unless the person in control of such animal immediately removes, in a sanitary manner, all feces deposited by such animal.
(10) 
Use loud, boisterous or indecent language or interfere with any officer of the park, village, town, county or state in the performance of his or her duty.
(11) 
Conduct himself in such a manner as to:
(a) 
Endanger the life, limb or property of the other visitors to the park.
(b) 
Be suggestive of immoral acts.
(c) 
Be offensive or injurious to the morals of any person frequenting the park.
(12) 
Introduce or carry any firecrackers or fireworks.
(13) 
Engage in, instigate, aid or encourage a contention or fight, whether or not a ring or prize fight.
(14) 
Loiter or remain within the park or any part thereof in a vehicle or otherwise after the posted closing hours at such park without general or special permission.
(15) 
Operate a snowmobile, motorbike, all-terrain vehicle (ATV) or any other motorized vehicle on any owned or leased Village property, park, trail, public sidewalk, right-of-way or hike way. Only vehicles which are licensed for highway use may operate on Village roads and park roadways and parking areas, unless otherwise posted.
(16) 
Skateboard, roller-blade and roller-skate on the pavement and sidewalks contiguous to any main enclosed buildings in any park in the Village of Newark.
(17) 
Actively hunt wildlife or discharge a firearm, bow or other hunting device.
(18) 
Be permitted in any Village park or along the canal trails (except Colburn Park) before 6:00 a.m. or after 9:30 p.m.
(19) 
Smoke in parks and along the canal trails owned, operated or maintained by the Village of Newark.

B. 
No motorcycles or motorbikes shall be permitted within Perkins Park.
C. 
The parking of all motor vehicles in Perkins Park shall be at designated parking areas only. Such areas shall be clearly posted. No trucks other than pickup or panel trucks shall be allowed to park in said parking areas.
A. 
Hours. Except for unusual and unforeseen emergencies, parks shall be open to the public every day of the year from 6:00 a.m. to 9:30 p.m. unless otherwise designated by the Board, except Central Park hours shall be daily from 8:00 a.m. until dusk except on Sundays when Central Park shall be open at 1:00 p.m. until dusk.
B. 
Alcoholic beverages. No alcoholic beverages shall be taken to Village parks, and no alcoholic beverages shall be dispensed or consumed without a permit issued by the Chief of Police. In no event will alcohol be permitted in Village parks before 12:00 p.m. or after 9:00 p.m. on Saturdays, Sundays and holidays, or before 4:00 p.m. or after 9:00 p.m. on weekdays.
C. 
Permits to use parks.
(1) 
A person seeking usage of any Village of Newark Park shall apply for a permit at least 14 days prior to the day of use. No person may apply for more than three permits between the months of May 1 through September 30. Village-sponsored events are exempt from this section.
(2) 
Applications shall be filed with the Village Clerk upon forms to be supplied by him/her, which shall include questions seeking such information as may reasonably be necessary for a fair determination as to whether or not a permit should be issued.
(3) 
The Village Clerk shall issue a permit when he/she finds that:
(a) 
The proposed activity or use of the park will not unreasonably interfere with or detract from the general public enjoyment of the park.
(b) 
The proposed activity or use will not unreasonably interfere with or detract from the promotion of public health, welfare, safety and recreation.
(c) 
The facilities desired have not been reserved for other use on the day and at the hour requested in the application.
(d) 
A refundable deposit is posted as security against damage to park facilities. This deposit may be required at the discretion of the Village Clerk in an amount to be determined by him/her in view of the circumstances of the application.
(4) 
Liability insurance may be required by the Village Clerk for groups using the park facilities on a periodic scheduled basis.
(5) 
Within seven days after receipt of an application, the Village Clerk shall apprise an applicant, in writing, of his/her reason for refusing a permit, and any aggrieved person shall have the right to appeal, in writing, within 10 days to the Village of Newark Board which shall consider the application under the standards set forth herein and sustain or overrule the Village Clerk's decision within seven days. The decision of the Village of Newark Board shall be final.
(6) 
Effect of a permit.
(a) 
A permittee shall be bound by all park rules and regulations and all applicable ordinances fully as though the same were inserted in said permit.
(b) 
The permit shall cover use of the described site only and shall not include permission to use any other area.
(7) 
The person or persons to whom a permit is issued shall be liable for any loss, damage or injury sustained by any person whatever by reason of negligence of the person or persons to whom such permit has been issued. The permittee shall also be responsible for any damage done to any physical properties under the supervision of the Village Clerk.
(8) 
The Village Clerk shall have the authority to revoke a permit upon a finding of a violation of any rule or ordinance or upon good cause shown.
(9) 
Peddlers permits may be required pursuant to Chapter 110 of the Newark Village Code.
D. 
Glass containers. It shall be unlawful for any person to have in his or her possession, custody or control any glass container of any kind whatsoever within a Village park (except Colburn Park).
