In recognition of the fact that the business district of the Incorporated
Village of Bellerose serves as the gateway to the Incorporated Village of
Bellerose and presents that face of the Incorporated Village of Bellerose
which is most visible to nonresidents, the Board of Trustees views it as essential
that efforts be made to upgrade the appearance of the business district and
to assure its vitality, while at the same time recognizing the need for the
establishment of various business enterprises within the business district
to serve the needs of the residents of the Incorporated Village of Bellerose.
The Board of Trustees intends, by enacting this chapter, to provide for the
upgrading of the business district of the Incorporated Village of Bellerose
