A. 
The Board of Trustees is hereby authorized to locate and designate as a public hack stand the places alongside the curbs adjacent to property used as public parks, public buildings, railroad stations, hotels, restaurants and theaters.
B. 
The Board of Trustees shall further designate the number of public hacks that shall be allowed to stand at any of the places designated by it.
Only public hacks in such number and of such kinds as are set forth in the application and license therefor may remain at any hacking stand while waiting for employment and may so remain only in single file pointed in accordance with traffic regulations. No public hack standing at the head of any such line shall refuse to carry any orderly person applying for a hack who agrees to pay the proper rate of fare. But this shall not prevent any person from selecting any hack he or she may desire, whether it is at the head of the line or not. No vehicle of any kind shall stand within five feet of any crosswalk or within 10 feet of any fire hydrant.
The maximum rate of fare for public hacks in the Incorporated Village of Bellerose shall be $0.25 to any place in the Village.
No person shall charge or attempt to charge any passenger a greater rate of fare than that to which the public hack is entitled under the provisions of this chapter.
Any violation of the provisions of the foregoing shall be deemed to be disorderly conduct, punishable, upon conviction, either by a fine of not less than $5 nor more than $25 for each offense or by imprisonment for a period not to exceed 30 days, or by both. Upon conviction of a violation of the provisions of the foregoing, the Board of Trustees may revoke the license of any person so convicted or of the employer of any such person.
