All premises shall be maintained in conformity with the provisions of this code so as to assure the desirable character of the property.
A. 
Surface and subsurface water shall be appropriately drained to protect buildings and structures and to prevent development of stagnant ponds. Gutters, culverts, catch basins, drain inlets, stormwater sewers or other approved satisfactory drainage systems shall be utilized where deemed necessary.
B. 
Fences and other minor constructions shall be maintained in safe and substantial condition.
C. 
Outside steps, driveways, pathways, parking spaces and similar paved areas shall be kept in a safe condition for public travel at all times.
D. 
All yards and courts shall be kept clean and free of physical hazards, fire hazards, infestation of rodents or insects and junked vehicles.
E. 
Heavy undergrowths and accumulations of plant growth which are noxious or detrimental to health shall be eliminated. Grass and grass plots shall be cut and trimmed.
F. 
No artificial turf or similar ground covers shall be permitted in the Apartment or Residential District.

A. 
Exterior surfaces of buildings and structures that are not inherently resistant to deterioration shall be periodically treated with a protective coating of paint or other suitable preservative.
B. 
Floors, walls, ceilings, furnishings and fixtures of all buildings shall be maintained in clean and sanitary condition.
C. 
Accessory structures shall be maintained so as to be free of conditions detrimental to safety or health.
D. 
Exterior walls, roofs and all openings around doors, windows, chimneys and other parts of a building shall be so maintained as to keep water from entering the building and to prevent undue heat loss from occupied areas. Materials which have been damaged or show evidence of dry rot or other deterioration shall be repaired or replaced and refinished in a workmanlike manner. Exterior walls, roofs and other parts of the building shall be free from loose and unsecured objects and material and improperly secured objects or material. Such objects or material shall be removed, repaired or replaced.
E. 
The owner of a vacated building shall take such steps and perform such acts as may be required of him from time to time to ensure that the building and its adjoining yards remain safe and secure and do not present a hazard to adjoining property or to the public.
A. 
Grounds, buildings and structures shall be maintained free of insect, vermin and rodent harborage and infestation. Methods used for exterminating insects, vermin and rodents shall conform with generally accepted practice.
B. 
Where the potential for rodent or vermin infestation exists, windows and other openings shall be appropriately screened with wire mesh or other suitable materials.
C. 
Each dwelling unit and all public spaces shall be provided with adequate screening to assure such areas freedom from insects.
A. 
No person shall dump or place upon the lands of another, without the previous consent of the owner of such lands, any garbage, refuse, ashes, waste, cans, bottles, boxes, paper, leaves, grass clippings, weeds, garden refuse, rubbish, branches, limbs, junked or abandoned vehicles or any other discarded materials of any kind whatsoever.
B. 
No person shall permit any lot or plot or part thereof to be used for the storage, dumping or abandonment of any combustible materials, junk, metal, bricks, stone, concrete, concrete blocks, pavement, paving, plaster, lumber or any other kind of building material, automobiles or any parts thereof, tanks, barrels, commercial vehicles or parts thereof, containers, machines, machinery, engines, utensils or appliances, any of which or parts thereof which are entirely or in part made of metal, or any other abandoned article.
