The Board of Trustees may from time to time,
by a vote of at least 2/3 of the entire Board, amend, supplement,
change, modify or repeal this chapter, including any Zoning Maps,
by proceeding according to the provisions of the Village Law.
The Board of Trustees shall fix the time and
place of the public hearing on the proposed amendment and shall give
at least 15 days' notice of the time and place of such hearing by
publishing a notice thereof in a paper of general circulation in such
Village.
Whenever the owners of 50% or more of any district
shall present to the Board of Trustees a petition duly signed and
acknowledged, requesting an amendment, supplement, change, modification
or repeal of the regulations prescribed for such district, it shall
be the duty of the Board of Trustees to hold a public hearing thereon
and to cause notice thereof to be given in the manner prescribed in
this article.
At the public hearing, full opportunity to be
heard shall be given to any citizen and all parties in interest.
In case of a protest against such change, signed
by the owners of 20% or more, either of the area of the lots included
in such proposed change or of those immediately adjacent on either
side or in the rear thereof extending 100 feet therefrom or of those
directly opposite thereto extending 100 feet from the street frontage
of such opposite lots, such amendments shall not become effective
except by the favorable vote of 3/4 of the members of the Board of
Trustees.
