The Board of Trustees of the Village of Southampton finds that it is
in the best interest and general welfare of the inhabitants of the village
to promote the humanities and the arts; to provide space within existing village
properties for classes, performances and instruction in the fine arts; to
provide, by contract, instruction and lectures in the arts to the residents
of the village; and generally to promote the humanities and arts for all of
the inhabitants of the village. The Board of Trustees further finds that it
is in the best interests of its residents to seek and accept such financial
and in-kind aid as may be available from either public or private sources
in order to further the foregoing objectives. The Board of Trustees finds
that it is empowered, pursuant to the provisions of the Village Law, to administer
programs which promote the comfort and general welfare of its inhabitants
and to provide for and accept contributions for such programs and that the
administration thereof would be more effectively managed by a commission,
the main concern of which shall be to provide programs, events and performances
in the arts and humanities and therefore, the Board of Trustees finds and
declares that the creation of a Commission on the Arts is and shall be in
the best interests and shall promote the general welfare of the inhabitants
of the village.

There is hereby created a Commission to be known as the "Village of
Southampton Commission on the Arts."
A. The Commission shall consist of no more than 30 members,
who shall be residents of Suffolk County and who shall be appointed by the
Mayor with the approval of the Board of Trustees for terms of three years,
except that the initial terms of members appointed to the Board shall be made
for terms of three years, two years and one year, in order that 1/3 of the
terms of the members of the Commission shall expire each year. Any persons
presently serving as members of the Commission shall continue to serve until
the expiration of their terms and thereafter until reappointed or replaced
with the ultimate result that 1/3 of the members of the Commission shall be
appointed annually.
B. The Mayor and two Trustees, chosen by the Board of Trustees,
shall serve as ex officio members of the Commission.
C. The Commission shall elect from among its members a Chairperson,
two Vice Chairpersons, a Secretary and a Treasurer.
D. The organization and activities of the Commission, including
the election and terms of officers, schedule and rules for meetings and the
establishment and composition of subcommittees, shall be governed by guidelines
approved by the Board of Trustees.

Two members each of the Commission shall be chosen on the basis of their
backgrounds in music, dance, drama and art; no less than four members of the
Commission, exclusive of the ex officio members, shall be residents of the
Village of Southampton, and six members shall be selected from among persons
contributing to the Commission.
