The Village Board of Trustees hereby finds that
it is appropriate for the Village to promote and sponsor patriotic
events, parades and celebrations for the proper observance of Independence
Day, Memorial Day and Veterans Day.

A. The procedures governing participation in the annual
July 4 parade sponsored by the Village for the proper observance of
Independence Day are as follows:
(1) Any person, organization or group seeking to march
in the Village's July 4 parade may apply to do so by submitting an
application form to the Village or the Commission in a timely fashion,
as specified below.
(2) Application forms will be made freely available at
the Village's main office no later than 4:00 p.m. on the Thursday
before Memorial Day. Application forms will be accepted by the Village
up to 4:00 p.m. on the day four business days prior to July 4.
(3) Application forms may request information about the
identity of the applicants, their designated representatives, and
the number of applicant members planning to march.
(4) The Village and/or the Commission may charge a reasonable
fee per individual applicant or group applicant, not to exceed $100,
refundable in case applications are rejected.
(5) The Village and/or the Commission will notify, by
telephone and in writing, any person, organization or group that submits
a parade application whether his or its application has been accepted,
in accord with the timetable specified below. In cases of organizations
or groups, these communications shall be made to the designated representative.
(6) If the Village and/or the Commission denies an application,
a written summary of the reason(s) for the denial shall be provided
to the applicant in accord with the timetable specified below.
(7) For all applications received by the Village and/or
the Commission by 4:00 p.m. on the day eight business days prior to
July 4, the Village and/or the Commission shall inform applicants
and/or their designated representative whether their applications
have been accepted or rejected, by telephone, and in writing, no later
than five business days after applications and fees have been received.
(8) For all applications received thereafter but by 4:00
p.m. on the day four business days prior to July 4, the Village and/or
the Commission shall endeavor to inform applicants or their designated
representative of its decision on a "best efforts" basis.
(9) In cases where applications have been rejected, applicants
have the right to meet with designated members of the Commission to
discuss the reason(s) for the denials and to request reconsideration.
They may also file a written appeal by letter to the Mayor. For all
applications received by 4:00 p.m. on the day eight business days
prior to July 4, such written appeals shall be decided and notification
given to applicants or their designated representative, by telephone
and in writing, within three business days of their receipt by the
Mayor's office. For all applications received thereafter but by 4:00
p.m. on the day four business days prior to July 4, such appeals shall
be decided and notice given to applicants or their designated representative
on a "best efforts" basis.
B. The Village shall give public notice of the procedures set forth in Subsection
A above by annually publishing public notice thereof in the Southampton Press no later than the Thursday before Memorial Day.
C. The Village Board of Trustees may from time to time amend the provisions of §
24-4 by resolution.
