The Chief Financial Officer shall be appointed
by the Mayor, with the advice and consent of the Council. The term
of office shall be four years, which shall run from January 1 in the
year in which the Chief Financial Officer is appointed. The compensation
for the Chief Financial Officer shall be as set forth in the annual
Salary Resolution. The Chief Financial Officer may, but need not, be a person
who is also employed by the Borough in another capacity.
The Chief Financial Officer shall serve as Municipal
Comptroller and Treasurer responsible for the proper financial administration
of the Borough pursuant to New Jersey statutes, as well as such rules
and regulations promulgated by the Division of Local Government Services,
the Local Finance Board or any other state agency as may pertain to
the financial administration of the Borough.
No person shall be appointed or reappointed
as a Chief Financial Officer unless he holds a municipal finance officer
certificate issued pursuant to the provisions of P.L. 1971, c. 413
(N.J.S.A. 40A:9-140.1 et seq.).
