There is hereby established a Department of Public Works, the head of which shall be known as the "Public Works Manager."
The Public Works Manager shall be appointed by the Mayor with the advice and consent of the Council. He shall hold office at the pleasure of the Council and shall attain tenure of office after five years of continuous service as provided by law. He shall be certified pursuant to N.J.S.A. 40A:9-154.6a et seq.
The Public Works Manager shall:
A. 
Have general supervision over all matters relating to the construction, management, maintenance and operation of the physical properties of the Borough.
B. 
Develop a comprehensive program for the removal of snow and direct the removal of snow and the cleaning of streets.
C. 
Supervise and direct all maintenance and repair employees employed by the Borough.
D. 
Be responsible for the servicing of all requests and complaints from citizens involving Borough facilities, including, but not limited to, storm flooding and road damages.
E. 
Provide all mechanical services required by any department, office or agency of the Borough.
F. 
Under the supervision of the Mayor and Council and/or the Borough Engineer, supervise the construction, reconstruction, maintenance and repair of all public streets within the limits of the Borough, and regulate street openings, the construction, alteration and repair of sidewalks, curbs and gutters, and encroachments by objects and structures above and below public streets and sidewalks, and prevent interference with the public use thereof, and maintain reasonable standards of maintenance and repair.
G. 
Provide for the construction, reconstruction, maintenance and repair of storm sewer systems within the limits of the Borough.
H. 
Operate and maintain all Borough properties.
I. 
Perform such other duties as may be required by the Mayor and Council.
J. 
Supervise the collection and disposal of solid waste.
The Public Works Manager shall hire such employees as are required for the performance of the duties set forth in this article, with the approval of the Public Works Committee and the Personnel Committee, at a compensation to be fixed by the Mayor and Council by ordinance.
