The incorporated limits of the Borough of Shrewsbury shall be the Fire
District of this Fire Department.
The Fire Department of this Borough shall consist of Shrewsbury Hose
Company No. 1, a volunteer fire company. The officers of said company shall
be such as are designated by its constitution and bylaws, copies of which
shall be filed with the Borough Clerk.

The said company of the Fire Department shall have power to provide
for the election of its officers and members and manage its own affairs, subject
to its constitution and bylaws. However, before any person so elected as a
member shall actually become a member, his election to such membership shall
receive the approval of the Borough Council, and before any officer so elected
shall take office, his election to such office shall receive the approval
of the Borough Council. Membership in the Fire Department shall be as set
forth in the bylaws of the Fire Department.
It shall be the duty of every member of the Fire Department to prevent
unauthorized persons from riding on any apparatus or using any Borough fire
equipment at any time. It shall be the duty of all officers of the Department
to prevent any misuse of the apparatus by any member and to prevent excessive
speed in driving any apparatus and to prevent any member from conducting himself
in such a manner as to cause a breach of the peace or reflect discredit on
the Fire Department and the Borough.
No apparatus, except in case of necessity, shall leave the Borough limits.
The Mayor, Chairman of the Fire Committee, Chief, First Assistant Chief or
Second Assistant Chief may permit any apparatus to leave the limits of the
Borough on a call for assistance from outside the Borough. The Mayor or Chairman
of the Fire Committee shall have sole power to permit apparatus to leave the
limits of the Borough for repairs or to attend parades or firemen's tournaments.
No apparatus or equipment shall be used for any trial of skill or power
except by consent of the Chief or the First or Second Assistant Chief, nor
shall it be removed from the firehouse for any use whatever, except for an
alarm of fire, drill or authorized trial of skill or power, except with the
approval of the Mayor, Chairman of the Fire Committee, the Chief or the First
or Second Assistant Chief.

When going to an alarm of fire, fire apparatus shall be operated at
a rate of speed consistent with public safety.
Should a fire develop within the limits of the Borough that requires
assistance from out-of-town fire departments, the Chief or, in his absence,
the person in command at any fire is hereby vested with power to call such
out-of-town assistance as he may deem necessary to aid in the extinguishing
of the fire. The members of such out-of-town fire departments shall be under
the command of the Chief or, in his absence, the person in command of the
fire.
A complete record of all fires attended by this Department shall be
kept by the company, and the Chief shall make a full report of this record
annually, before December 31, to the Borough Council.
It shall be the duty of the officers of this Department to promptly
report any violation of this chapter to the Chief, and that officer shall
report the same to the Borough Council at its next regular meeting. The Borough
Council shall examine into such charges and shall take such action thereon
as it may deem necessary, provided that no penalties other than such as are
provided in this chapter shall be enforced.
The penalty for any violation of this chapter shall be, in the case
of an officer, degradation from office and expulsion from the Department and,
in the case of a fireman, expulsion from the Department.
