Buses and trucks weighing in excess of the specified gross weight are hereby excluded from the streets or parts of streets described in Schedule V, § 90-23, except for the pickup and delivery of materials on such streets, except for vehicles lawfully garaged on property fronting on the streets listed in Schedule V and except for municipal vehicles, said Schedule V being attached to and made a part of this chapter.

A. 
Definitions. As used in this section, the following terms shall have the meanings indicated:
LOW-SPEED VEHICLE
A four-wheeled motor vehicle, other than a truck, whose speed attainable in one mile (1.6 km) is more than 20 miles per hour (32 kilometers per hour) and not more than 25 miles per hour (40 kilometers per hour) on a paved level surface.
MASTER PLAN COMMUNITY
A self-contained development, including private roadways, authorized by the Borough of Shrewsbury.
B. 
Operation. Use of low-speed vehicles is prohibited on all Borough roadways. Low-speed vehicles shall only be permitted and operated in self-contained age-restricted Master Plan communities where the speed limit is not more than 25 miles per hour. Low-speed vehicles shall not be powered by gas or diesel fuel. All low-speed vehicles must meet the requirements of Part 49 Section 571.500 of the Code of Federal Regulations.
C. 
Driver's license required. All persons operating a low-speed vehicle shall hold a valid driver's license.
D. 
Title required. Low-speed vehicles shall be titled as specified in Title 39 of the Statutes of the State of New Jersey. The manufacturer's certificate of origin shall clearly identify the vehicle as a low-speed vehicle. The State of New Jersey does not issue vehicle identification numbers to homemade low-speed vehicles or retrofitted golf carts and such vehicles shall not qualify as low-speed vehicles.
E. 
Registration.
(1) 
Motor vehicle registrations shall be required on low-speed vehicles.
(2) 
Low-speed vehicles shall display two plates, one on the front and one on the rear of the vehicle at all times.
(3) 
The fee for registering a low-speed vehicle shall be set by the State of New Jersey.
F. 
Safety inspection. Low-speed vehicles shall be exempt from state safety inspection. Upon renewal of a LSV registration, the owner shall certify, under penalty of law, that all lights, brakes, tires, and seatbelts are in good working condition.
G. 
Insurance. Low-speed vehicles shall be required to maintain insurance as required by the State of New Jersey.
H. 
Dealer requirements. Any person engaged in the retail sale of low-speed vehicles shall be required to comply with the motor vehicle dealer licensing, registration, and bonding laws of the State of New Jersey.
