A. 
Pursuant to N.J.S.A. 39:5A-1, vehicular traffic and the parking of motor vehicles in the shopping center area known as the "Shrewsbury Commons," 550 Broad Street, having exits on Broad Street, shall be subject to the following regulations:
(1) 
No motor vehicle or other vehicle shall be operated in the area at a speed greater than 15 miles per hour.
(2) 
No motor vehicle shall be parked in any of the lots between the hours of 11:00 p.m. and 6:00 a.m.
(3) 
Parking is permitted in the spaces provided and delineated by lines painted upon the surface of the parking area.
(4) 
Handicapped parking spaces are hereby designated as restricted parking areas for use by persons who have been issued special vehicle identification cards by the Division of Motor Vehicles or the temporary cards issued by the Chief of Police. No other persons shall be permitted to park in these spaces.
B. 
Any person who violates or fails or refuses to comply with this section shall, upon conviction thereof, be liable to a fine not exceeding $200 or imprisonment for a term not exceeding 10 days.
