No person, firm or corporation shall open, use or turn on, or assist
in the use, opening or turning on of, any fire hydrant except for the use
of a recognized fire company or authorized personnel of the New Jersey American
Water Company.

The Chief of the Fire Department and his assistant officers may use
public fire hydrants to extinguish fires and also, with due care and to a
reasonable extent, to use water for drills, tests and purposes of civil defense.
All such uses shall be under the supervision and direction of the Chief or
his assistant officers. In no event shall an inexperienced or an incompetent
person be permitted to manipulate or control in any way any fire hydrant.
No person, firm or corporation shall damage, injure or deface, or assist
in the damaging, injuring or defacing of, any fire hydrant.

The company or agency which is supplying or may in the future from time
to time supply water to any or all portions of the Borough of Shrewsbury shall
at least once annually inspect all fire hydrants supplied from its water lines
and report the condition of each such fire hydrant to the Utility and Fire
Committees of the Borough Council.
Any person, firm or corporation who violates any of the provisions of
this chapter or who assists in the commission of any violation shall, upon
conviction, be subject to a fine of not less than $50 nor more than $1,250,
a term of imprisonment not exceeding 90 days or a period of community service
not exceeding 90 days, or any combination thereof. A separate violation shall
be deemed committed on each day during or on which a violation occurs or continues.
