Sidewalks on all streets be and the same are hereby located with the front or curbline edge against the back of the curb.
A. 
The width of sidewalks on all streets are fixed, as follows:
(1) 
On sixty-foot streets, the sidewalks shall each be six feet wide.
(2) 
On fifty-foot streets, the sidewalks shall each be five feet wide.
(3) 
On thirty-foot and forty-foot streets, the sidewalks shall each be five feet wide.
B. 
Where, because of the physical condition of the sidewalk or the adjoining property it is not advisable to construct sidewalks of the width as provided in this section, Council may by motion change the width of the sidewalk along a street or part of a street.
All sidewalks shall rise from the front or curbline edge to the back or property line edge at a uniform grade of 1/4 inch per foot.
A. 
In all cases where the sidewalk is laid before the grade is put in, then said sidewalk shall be 18 inches less in width than specified above, and the outer edge of the sidewalk shall be placed 18 inches distant in from the inside of the curb.
B. 
In all cases covered by the preceding section, when the curb is placed, the space of 18 inches, which shall be known as the pole space, shall be paved with concrete as specified hereafter, so that when the walk is complete it shall be of the entire width as specified in § 180-22 and shall be located with the front of curbline edge against the back of the curb.
Before any sidewalk can be laid a permit must be obtained from the Code Enforcement Officer and all walks must be laid according to specifications furnished by the Code Enforcement Officer at the time the permit is granted.

Any person who shall violate any provision of this Article shall, upon conviction thereof, be sentenced to pay a fine of not more than $600 and costs of prosecution or, in default of payment of such fine and costs, to undergo imprisonment for not more than 30 days.
