There is hereby established a Brightside Commission,
hereinafter called the "Commission," which shall consist of no fewer
than seven members. Members of the Commission shall serve without
compensation. The Superintendent of Highways or designee and the Recreation
Director shall be a nonvoting ex officio member of the Commission.
The members of the Commission shall be appointed
by the Mayor, subject to confirmation by the City Council. The Mayor
shall designate one member as the Chairperson. The terms of the members
of the Commission shall be for one year each. Any vacancy occurring
shall be filled in the same manner as the original appointment.
The purpose of the Commission is to make the
City of Haverhill a clean and attractive City in which to live and
work. This shall be accomplished by directing efforts to maintaining
a healthy environment, reclaiming and enhancing urban green space,
educating the public, conserving natural resources and generally to
beautify the City. The Commission shall carry out projects such as
organizing cleanup projects throughout the City; purchasing and planting
trees, shrubs and flowers throughout the City; directing community
service and enrichment programs, such as Adopt-A-Park, Bloomfest,
Community Gardens and the Community Forestry programs.
The Commission may receive funds, bequests and
gifts subject to the approval of the City Council. Any such funds
shall be deposited into an account designated "City of Haverhill Brightside
Commission Account." All funds in said account shall only be subject
to appropriation by the City Council and Mayor, which appropriation
shall be limited to the financing of the activities of the Commission.
The Commission shall annually submit a budget to the Mayor and City
Council for their approval.
