The flag is composed of a green background with a red cross in a white
field in the upper left-hand corner according to an ancient custom of our
own English ancestors. The green in the flag is for the green fields, meadows
and hills of Massachusetts. The red cross in the canton is that of Saint George,
copied from the British National Standard and was flown by the Mayflower.
The red cross of Saint George is reputed to have originated during the Crusades.
So that there is no further doubt as to the authenticity of our flag,
it is recommended that an order be prepared for action by the City Council
directing that the Seal of the City of Haverhill be placed properly on this
flag and that it be officially adopted.
