There shall be a Director of Buildings who shall
be appointed by the Mayor.
The Director of Buildings shall superintend
the construction of all buildings erected by the City, and all repairs
upon or alteration of buildings belonging to or under the care and
charge of the City, except as otherwise provided by law or ordinance.
He shall see that the conditions of contracts, plans and specifications,
if any, for such construction, alteration or repairs are faithfully
carried out.
The Director of Buildings shall have the particular
care and custody of all the buildings belonging to the City, except
as otherwise provided, shall keep himself acquainted with the condition
thereof, shall employ suitable mechanics to make alterations and repairs
when necessary and when authorized by the Mayor or by the City Council
and shall render such other service in relation to such buildings
as shall properly belong to his office.
The Director of Buildings shall keep an accurate
record of all buildings belonging to the City which are under his
care and custody, and of the lands appurtenant to such buildings,
and a full and complete account of the nature and amount of expenditures
made upon them as well as of income received by reason of them, and
of all the expenses and receipts of his office for all purposes and
from all sources, which record and accounts shall at all times be
open to the inspection of the Mayor, the Auditor of Accounts and the
City Council.

The Director of Buildings shall see that the
custodians and caretakers of all public buildings, except school custodians,
perform their duties in a satisfactory manner, reporting any refusal
or neglect of such duty to the Mayor. He shall, subject to the approval
of the Mayor, make such rules and regulations relative to the duties
of the custodians and caretakers as convenience or necessity may require.
The Director of Buildings shall, at least once
in each year, and at such other times as the Mayor shall require,
make a careful inspection and examination of each and every public
building belonging to the City and make a report of such inspection
and examination to the Mayor.
The Director of Buildings shall, under the direction
of the Mayor, prepare for meetings or elections all ward rooms and
polling places, and shall see that they are cleansed and placed in
good order after every meeting or election therein.
