The Sealer of Weights and Measures shall be
appointed by the Mayor and shall be the head of the Department of
Weights and Measures. He shall receive in full compensation for his
services such annual salary as the City Council may from time to time
determine and shall be allowed such assistance, office and other necessary
expenses for the proper performance of his duties as the City Council
may from time to time approve.
The Sealer of Weights and Measures shall have
the care and custody of all the standard weights and measures owned
by the City and shall carefully preserve the same. He shall keep on
file a descriptive list of all such weights and measures, a list of
all fees to be charged for any weighing, measuring or inspecting by
any weigher, measurer, surveyor or inspector belonging to the Department
of Weights and Measures, and shall enforce all laws, ordinances and
orders of the City Council relative to the use of weights and measures.
The Sealer of Weights and Measures shall collect the fees and charges which by law he is allowed to receive for services rendered and shall pay over to the City Treasurer once in each month according to the provisions of §
36-3 of Chapter
36, Fees and Receipts, of the Code, all sums so received by him. He shall at the time of sealing furnish the owner of the articles sealed, or his agent, a certificate signed by him, and stating the name and address of the owner of the article so sealed, the date when sealed and the amount of fee, if any, collected therefor.
The Sealer of Weights and Measures shall have
an office and shall establish office hours for the convenience of
the public for the purpose of testing scales, weights and measures.

The Sealer of Weights and Measures shall keep
a detailed record of all work performed, all official services rendered
and all moneys and fees received or expended by him or his assistants,
such record to be at all times subject to the inspection of the Mayor
and the Auditor of Accounts.
