Proceeds from rentals shall be retained by the Citizens' Center for maintenance purposes. Payment of fees shall be made by separate checks, for rental and custodial fees, payable to the Citizens' Center.

Each group shall provide and pay for its own security. Security is required for a public program. In addition, a returnable security deposit equal to four hours of custodial overtime and the room rental fee, payable by separate check to the City of Haverhill, or a bond may be required to be posted prior to an event when, in the discretion of the Director of the Citizens' Center, this is considered appropriate.
Request for use shall be made 30 days in advance.

A schedule of reservations shall be posted in the Citizens' Center.
Smoking shall be prohibited in areas of the Citizens' Center so posted.
A. 
Consumption of alcoholic beverages shall only be allowed in accordance with Chapter 100 of the Code with the consent of the Director of the Citizens' Center.
B. 
The sale of alcoholic beverages shall only be allowed in accordance with MGL c. 138, § 14. It shall be the policy of the License Commission that only nonprofit organizations may be granted a special license to sell all alcoholic beverages, and a special license to sell beer and wine only may be granted to the responsible manager of any activity who shall be the authorized applicant for use of the Citizens' Center. Applications for one-day special licenses at the Citizens' Center must include prior written approval of the Chief of Police and of both the Mayor and the City Council for use of public property for the purpose of selling alcoholic beverages.
